Main Purpose of Job

The Program Analyst position is in the Office of Social Equity (OSE), an independent executive agency formed out of the Cannabis Reform Act of 2023. The OSE reports directly to the Governor's Office and does not have a reporting relationship to, or through, the Maryland Cannabis Administration. The selected candidate for this position will report directly to the Deputy Director of the OSE. This role is crucial in supporting our mission to provide resources and support for historically disadvantaged individuals and businesses seeking to enter the Maryland adult-use cannabis industry. 

This position will be critical to supporting the growth and sustainability of Maryland’s emerging cannabis industry, while advancing the broader mission and programs of the OSE. This position will focus on business optimization, legislative engagement, economic opportunity, and strategic operations, including ensuring that all of these aspects align with the OSE’s initiatives and priorities. 

By maintaining a comprehensive understanding of the cannabis market both in the State of Maryland and nationwide, this position will support the OSE’s investment initiatives, as well as facilitate legislative objectives and enhance strategic program execution. In addition, this role will be required to ensure successful collaboration across OSE teams, along with external stakeholders. Such collaboration will be needed to foster inclusivity, sustainability and innovation within the State of Maryland’s cannabis industry.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Business Administration, Public Administration, Education, Non-Profit Management, and/or a related field.      

Experience: Three (3) years of experience in Program Coordination, Management, and/or Administration.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience managing multiple projects, deadlines, and/or resources. The desired candidate should also have professional experience planning and executing program activities, with an increased level of attention to detail. Additionally, the desired candidate should have professional experience analyzing data, in order to monitor the performance and outcomes of a program. 

Furthermore, the desired candidate should have the ability to analyze challenges and implement practical solutions, as well as the ability to use strategic thinking to align programs with the goals of an organization. Finally, the desired candidate should be familiar with the compliance standards and regulations relevant to the cannabis industry. 

The desired candidate should possess a Master's degree or higher in Business Administration, Public Administration, Education, Non-Profit Management, and/or a related field. The desired candidate should also possess certification as a Project Management Professional (PMP).

SELECTION PROCESS

This is a Management Service position and serves at the pleasure of the Appointing Authority. A resume must accompany your application.
