This is a Management Service position, and serves at the pleasure of the Appointing Authority.

LOCATION OF POSITION

170 E Main Street Elkton, MD 21921
Cecil County 

Within driving distance of Harford and Kent counties. Located approximately 50 miles North of Baltimore. 

Main Purpose of Job

The main purpose of this position is to provide leadership and management of the Agency's Administration division providing internal customer service to employees (approximately 145 Full Time Employees) serving the citizens of Cecil County. These services include Finance, Procurement, Human Resources, Information Technology, Fleet, Risk Management, and Facilities.

POSITION DUTIES

Leadership/Management-Leads the Administrative division and serves as a member of Cecil County Department of Social Services' Executive Team. Participation in Agency Strategic Planning and employee development efforts.

Budget/Procurement-Prepares Cecil County Department of Social Service's Operating Budget in conjunction with Fiscal Officer. Oversight of large and small services contracts in conjunction with Procurement Officer. Participation and oversight of internal audits, Corrective Action Plans, and purchasing accounts. 

Human Resources-The Administrative Program Manager serves on the Agency's Labor Committee. Provides guidance to HR Officer for investigations, disciplinary actions, and other employee relation matters. Participation and oversight of recruitment efforts. 

Risk Management-Responsible for preparing and disseminating Div. of Administrative Operations Incident Reports. Assists with Workers' Compensation cases and reports as needed. Promotes employee safety in facility and serves as Executive oversight on Agency's Health and Safety Committee. Serves as called upon for Emergency Shelter Factor #6.

MINIMUM QUALIFICATIONS

Education- Possession of Bachelor's degree from an accredited college or university.

Experience- Three to Five years of professional leadership experience preferably in fields such as Administration, Finance, and/or Human Resources. 
Candidates may substitute professional experience in Admin/Business Management, Finance, Human Resources, or related fields for education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Two years experience with Microsoft suite, specifically Excel 
  • Two years of experience with Google Workspace, specifically Sheets 
  • Continued education in related fields; such as Master's in Admin/Business Management, Human Resources, or Professional Studies.

Must be willing to work in Cecil County.
