Main Purpose of Job
The main purpose of this position is to work in the administration of the Maryland State Department of Education (MSDE), specializing in program coordination, management of related projects, and training for the Office of School and Community Nutrition Programs (OSCNP) which administers the U.S. Department of Agriculture (USDA) Child Nutrition Programs (CNPs), including Farm to School.
The position contributes to the development, implementation, and evaluation of grant-funded projects. Responsibilities include planning and executing deliverables, developing processes and resources, building external relationships, managing contracts and related procurement activities, analyzing outcomes, managing a grant-related website and database, and performing other related tasks in the Farm to School program.
This position also contributes to the professional development needs of agencies. The position will support and provide program training and technical assistance to Maryland agencies that participate in the federal CNPs, including schools and child care institutions. Responsibilities include developing training content and resources, delivering in-person and virtual training, and providing technical assistance.
The position also works collaboratively with internal partners and participates in activities to support the goals and mission of MSDE
POSITION DUTIES
- Initiates,
manages, and/or collaborates on proposal development and implementation of USDA
grants, sub-grants, and contracts.
- Monitors grant
related activities and manages the execution of deliverables
- Assists with
procurement processes, including development and or review of solicitations and
granting of sub-awards.
- Provides contract management or grant services
that support OSCNP activities.
- Supports the implementation and management of existing and new
Farm to School initiatives.
- Provides vision and coordination for new grant opportunities.
- Develops content and resources for in-person and
or virtual meetings, trainings, and technical assistance activities.
- Evaluates outcomes of program projects, and training effectiveness
through the design of surveys and other assessment tools and analysis of
results.
MINIMUM QUALIFICATIONS
Education: A Master’s
degree or the equivalent of 36 credit
hours of post-baccalaureate coursework from an accredited college or university in Food
Service Administration, Public
Health, Public/Business Administration, Health Science, Consumer Science,
Dietetics, Nutrition, Education, or a related field.
Experience: Three years of professional experience in child nutrition program administration, non-profit and/or government program
management, food service operations, or procurement.

1. Candidates may substitute a Bachelor’s degree
and five years
of experience directly
related to the position option for the required
education.
2. Candidates may substitute the possession of a Doctorate degree at an accredited college
or university in a field related to the position for one year of the
required experience.
3. The
required field of education and experience are unique for each option and are
established by MSDE in accordance with Education Article, Section 2-104 of the
Annotated Code of Maryland. The
specific education and experience qualifications for each position
are on record in the Office of Human
Resources.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application

- Experience with Child Nutrition
Programs such as Farm
to School, National School Lunch Program (NSLP), School Breakfast Program (SBP),
and Child and Adult Care Food
Program (CACFP).
- Experience
in project management and evaluation.
- Experience
in state procurement.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees
in this classification may be assigned
duties which require
the operation of a motor
vehicle. Employees assigned such duties will be required
to possess a motor vehicle
operator’s license valid
in the State of Maryland.
