Introduction

As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

LOCATION OF POSITION
POSITION DUTIES
- Monitor vending machine contracts and survey accounts for compliance in pricing, commission payments & placement of machines.
- Conduct onsite inspection of vending locations for compliance with contract terms.
- Work with blind vendors to ensure pricing between machines and vending facility are comparably priced.
- Track and analyze sales and revenue for State, Federal, United States Postal, Department of Public Safety and Kennelly contracts.
- Monitor and ensure accuracy of disbursements consistent with contract stipulations and BEP procedures.
- Ensure compliance with State procurement limits and procedures.
- Assist in the development of IFBs and the IFB process consistent with Maryland procurement law.
- Maintain a tracking database for equipment purchases, maintenance, and repair of equipment.
- Ensure that each blind vendor is operating their facility according to the teams of the Operating Agreement, permit or contract, pursuant to regulations of COMAR and the Randolph-Sheppard Act.
MINIMUM QUALIFICATIONS
- Candidates may substitute additional experience as defined above directly related to the position at the rate of one year of experience for each year of the required education.
- Candidates may substitute the possession of a Master’s degree from an accredited college or university for one year of the required experience.
- The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104, Annotated Code of Maryland.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience with developing Excel spreadsheets and formulas.
- Experience with contract management.
- Experience in the operation of retail, food service, and/or business management.
- Experience working with people with disabilities.
- Experience in inventory management, ordering supplies and merchandise, and/or other business management operations.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
- Employees in this classification may be assigned duties which require the operation of a motor vehicle.
- Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
- Applicants must consent to a State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.
- Work may involve special physical demands such as lifting 50 pounds or more.
