Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

This position offers a salary range of $64,984 - $95,059, with potential for advancement up to $104,954 over time based on longevity and increased responsibilities. Initial salary offers are determined by qualifications, experience, equity, and available budget, and will not exceed $95,059.

Main Purpose of Job

The OAG is seeking applicants for an Investigator position in the Medicaid Fraud and Vulnerable Victims Unit (MFVVU). The MFVVU is a dedicated team of 47 attorneys, investigators, auditors, and support staff. Our team is divided into ten multi-disciplinary teams who are responsible for (1) the investigation and prosecution of criminal cases involving Medicaid fraud by healthcare providers; (2) the investigation and civil enforcement actions under the Maryland False Health Claims Act; (3) prosecuting the abuse and neglect of vulnerable adults; and (4) prosecuting opioid diversion and over prescription. Investigators work with Assistant Attorneys General and staff of the MFVVU to conduct confidential criminal and civil investigations of fraud by Maryland health care providers. 


This position requires traveling throughout the state and at times work outside the typical workday. 

POSITION DUTIES

Duties include identifying, locating and interviewing key witnesses; analyzing medical records, data and other electronic evidence; preparing witness interview memoranda, preparing spreadsheets and reports; serving subpoenas and other document requests; testifying in grand jury and court proceedings; drafting and executing search warrants, working with local, state and federal law enforcement agencies, conducting surveillance; and preparing cases for trial.

MINIMUM QUALIFICATIONS

Education:    Bachelor’s degree from an accredited four-year college or university.
Experience:  Three years investigative experience in the criminal or civil space.

Must have computer software experience, including use of Access or Excel, word processing programs and fundamental understanding of database concepts. Must have excellent communication and writing skills. This position will interact with healthcare providers, other federal and state law enforcement officials, victims, witnesses, and attorneys. The candidate must possess a valid Maryland Driver’s License.

Note: Applicants may substitute graduate education for the required general experience at the rate of one year of education to one year of experience, for up to two years of the required general experience. Applicants may substitute additional experience as defined above for the required education at the rate of one year of experience to one year of education, for up to four years of the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have: 

 • Experience in White Collar Fraud or Healthcare Fraud.  
 • Experience in forensic interviewing techniques and special victims (elderly adults, developmentally disabled persons, or children).


LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates will  be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess an appropriate operator's license valid in the State of Maryland.

Successful candidates will be placed on the eligible list for at least one year.  Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
