Main Purpose of Job
The Coordinator, The High School Experience is
responsible for providing visionary leadership, expert guidance, and strategic
support to high school leaders across Maryland in designing and implementing
forward-thinking, innovative structures that equip students for success in
college, careers, and life. In alignment with the mission of the Office of
College and Career Pathways (OCCP) and the Maryland State Department of
Education (MSDE), this role focuses on reimagining traditional high school
models—particularly master scheduling—to ensure equitable access to dual
enrollment, work-based learning, and other rigorous pathways that meet modern
workforce demands and postsecondary requirements. By coaching principals and
district administrators to leverage data and evidence-based practices, the
Coordinator fosters continuous improvement that addresses systemic barriers and
prepares students to become lifelong learners and productive members of Maryland’s
economy.
This
position collaborates closely with internal and external stakeholders—including
higher education institutions, industry partners, and local education
agencies—to expand the reach and quality of high school programs that serve
diverse student populations. Through professional learning experiences,
resource sharing, and strategic planning, this position will bolster state-wide
consistency and capacity for innovative high school experiences that align with
the Blueprint for Maryland’s Future and MSDE’s multiyear strategic plan.
Ultimately, the Coordinator, The High School Experience ensures that every
Maryland student, regardless of background, has the opportunity to engage in
high-quality college and career pathways that empower them to thrive in a rapidly
evolving global society.
POSITION DUTIES
Provides
coordination, technical assistance, guidance, leadership and support to school
leaders in designing and implementing college and career structures that
satisfy modern workforce demands.
- Provides coaching and professional learning opportunities to principals and high school administrators to encourage rethinking of traditional structures.
- Designs and leads workshops for creating solutions for integrating dual enrollment, project-based learning, and work-based learning. Provides technical assistance and guidance to school leaders in developing future-focused learning environments that align with workforce needs.
- Coordinates statewide professional learning sessions to cultivate a culture of innovation and continuous improvement in high schools.
- Researches and shares emerging national and global trends in high school redesign to keep Maryland at the forefront of educational innovation.
- Collaborates with district and school administrators to design flexible, strategic master scheduling models that optimize instructional time, facilitate student engagement, and that align with State graduation requirements and workforce demands.
- Works with school data teams to analyze course enrollment patterns, identifying areas for schedule improvements and eliminating equity gaps.
- Identifies and addresses systemic barriers that limit equitable access to advanced learning opportunities, shares best practices on closing opportunity gaps and collaborates with school leaders to support diverse student populations.
- Integrates culturally responsive strategies into professional learning sessions to enhance student engagement.
- Establishes and maintains partnerships with community colleges, industry representatives, governmental agencies, and nonprofit organizations to expand student opportunities.
- Aligns new high school transformation initiatives with state accountability systems, ensuring compliance with relevant regulations and guidelines.
- Prioritizes and manages multiple projects, timelines, and deliverables in coordination with OCCP leadership and other MSDE units.
MINIMUM QUALIFICATIONS
Education: A Master’s Degree or
the equivalent of 36 credit hours of post-baccalaureate coursework in Education
or a related area from an accredited college or university.
Experience: Five (5) years of career and technical education program. Experience with student career counseling is preferred. This
experience to include providing technical assistance related counseling
students for technology education and school to careers is desired.
Notes:
- Candidates may substitute a Bachelor's Degree with 7 years of the specified content experience to satisfy the Minimum Qualifications noted above.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year of experience creating the master
schedule at a comprehensive public high school.

- Knowledge of state and federal laws, regulations, policies, and issues affecting career and college readiness and technology education.
- Knowledge of dual enrollment, project-based learning, and work-based learning programs.
- Knowledge of career counseling resources that help align career counseling programs with emerging workforce needs and opportunities.
- Knowledge of systemic barriers that limit equitable access to advanced learning opportunities.
- Knowledge of the Carl D. Perkins Career and Technical Education Improvement Act.
- Skill in providing technical guidance to internal and external career counseling teams.
- Skill in providing staff development, coaching, and guidance to rethink traditional structures and facilitate strategic improvement of school to career programs that address workforce needs.
- Skill in planning, implementing, monitoring and evaluating educational programs.
- Skill in organizing and managing multiple tasks, timelines and deadlines.
- Ability to analyze course enrollment patterns, identifying areas for schedule improvements and develop strategies to eliminate equity gaps.
- Ability to analyze complex career counseling needs and issues and to recommend solutions.
- Ability to analyze available data and make appropriate decisions.
- Ability to take a leadership role in the development and implementation of career technology initiatives.
- Ability to establish and maintain effective working relationships with local school systems, community colleges, business and industry and other stakeholders.
- Ability to collaborate with teams at varying levels and communicate effectively.
