POSITION DUTIES
This is a professional position responsible
for supporting the agency’s progress toward its mission by assisting in the
development and execution of the agency’s research agenda, evaluating the
implementation and outcomes of agency programs, describing and analyzing agency
data, and conducting and/or facilitating large-scale empirical research. The
position will also support local education agencies to do the same and provide
internal data analysis and research support for the agency’s offices and divisions
to promote data- and evidence-driven decision-making.
Duties include:
- Access, collect, describe, and
analyze data for use in decision-making by the agency and State Board of
Education.
- Design and execute projects from
the agency’s research agenda by developing research questions and
appropriate study design/methodology.
- Coordinate with external research
partners by evaluating external research requests.
- Write
reviews of extant research on a variety of education-related topics.
- Evaluate
research on educational programs, activities, and interventions to
determine whether research meets standards of quality and rigor.
- Provide
data and research to support initiatives run by the agency’s other offices
and divisions.
- Conduct
data collection, data analysis, empirical research, and/or program
evaluations on behalf of or in collaboration with local education
agencies.
- Provide
training and technical support to local school systems such that they can
conduct data collection, data analysis, empirical research, and/or program
evaluations.
MINIMUM QUALIFICATIONS
Education: A Master’s degree or the equivalent of 36
credit hours of post-baccalaureate course work from an accredited college or
university. Coursework in statistics, public policy or education is preferred.
Experience: Five
years of administrative or teaching experience in, or affiliated with, an
education program; including two years of experience working as a
lead researcher in the field of education.
Notes:
1. Candidates may substitute a Bachelor’s
degree and 6 years of experience directly related to the position option for
the required education.
2. Candidates may substitute the possession of
a Doctorate degree from an accredited college or university in a field related
to the position option for one year of the required experience.
3. The required field of education and
experience are unique for each option and are established by MSDE in accordance
with Education Article, Section 2-104 of the Annotated Code of Maryland. The
specific education and experience qualifications for each position are on
record in the Office of Human Resources Services.
4. Candidates may substitute U.S. Armed Forces
military service experience as a commissioned officer in Education Program
classifications or Education Program specialty codes in the Education field of
work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to
applicants who possess the following preferred
qualification(s). Include clear and specific information on your
application regarding your qualifications.
- Experience summarizing and presenting research results to a variety of audiences.
- Experience in project design, data collection, data analysis and reporting.
- Proficiency in statistical analysis software (R, SAS, or Stata, etc.)
SPECIAL REQUIREMENTS
Applicants must consent to a State Police
