Main Purpose of Job
The Career and Technical Education (CTE) Data
Manager supports Maryland’s CTE program and the Office of College and Career
Pathways by ensuring data-driven decision-making and continuous program improvement.
This role oversees the collection, analysis, and security of data from local
school systems and institutions, ensuring compliance with federal, state, and
local regulations. Using advanced tools like R, Tableau, and Stata, the Data
Manager identifies trends, disaggregates data, and provides actionable insights
to address disparities and enhance equity. They create user-friendly dashboards
and reports to communicate findings effectively and deliver training to
stakeholders for data interpretation and application. The Data Manager
collaborates with local school systems and community colleges to align
accountability measures with Perkins V requirements, driving program evaluation
and strategic planning. A focus on equity ensures increased participation and
success for underrepresented populations in CTE pathways. This position
empowers stakeholders with the tools and insights needed to improve CTE
programs, aligning with Maryland’s commitment to career readiness, equity, and
labor market responsiveness. Through strategic data practices, the CTE Data
Manager strengthens the impact and inclusivity of Maryland’s CTE initiatives.
POSITION DUTIES
Provides coordination, oversight,
and technical assistance of CTE Data collection and reporting systems.
- Ensures the secure collection, storage, and management of CTE data from local education agencies (LEAs), postsecondary institutions, and the Maryland Longitudinal Data System (MLDS).
- Develops and maintains robust data management workflows to ensure data accuracy, completeness, and compliance with federal regulations such as FERPA and Perkins V requirements.
- Implements systems for the integration of secondary and postsecondary data into a unified framework for analysis and reporting.
- Audits data systems to ensure alignment with national and state standards.
- Collaborate with MSDE Data teams to maintain efficient access to datasets and troubleshoot technical issues related to CTE data systems.
- Manages and documents metadata, including data definitions, codes, and collection processes for CTE accountability. Oversee updates to approved programs, courses, and industry-recognized credentials, ensuring alignment with program standards.
- Use R to conduct advanced statistical analysis on CTE program performance, such as participation rates, retention, completion, and postsecondary outcomes.
- Analyzes trends to assess the effectiveness of CTE pathways, identifying disparities in student outcomes by demographic groups.
- Performs longitudinal analyses to evaluate program impacts on workforce readiness and college preparation.
- Conducts predictive analytics to anticipate labor market demands and align CTE offerings with those trends and develops data models and simulations to forecast program needs and evaluate resource allocation.
- Applies inferential and descriptive statistical methods to measure the impact of career-connected learning opportunities, such as internships and apprenticeships.
- Creates dynamic, interactive dashboards using Tableau to display key performance indicators for CTE programs, including enrollment, credential attainment, and labor market alignment.
- Collaborates with stakeholders to refine dashboard designs to better address end-user needs and enhance decision-making processes.
- Assists and provides technical assistance to local school systems and postsecondary institutions in implementing best practices for data collection, reporting, and program evaluation.
- Collaborates with state leaders to refine accountability measures and align them with national CTE standards and workforce trends.
- Leads data-focused discussions with stakeholders to foster a shared understanding of CTE program success metrics and equity goals
MINIMUM QUALIFICATIONS
Education: A Master’s Degree or
the equivalent of 36 credit hours of post-baccalaureate coursework in Education
or a related area from an accredited college or university.
Experience: Five (5) years of data collection,
management and analysis experience. Experience in or affiliated with an
education program is preferred; this experience to include providing technical
assistance related to the collection of education related data. R Statistical Programming
Language, Tableau, and/or Stata SAS (Statistical
Analysis Software) is desired.
Notes:
- Candidates may substitute a Bachelor's Degree with 7 years of the specified content experience to satisfy the Minimum Qualifications noted above.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year of experience using
R Statistical Programming Language, Tableau, and/or Stata.
DESIRED OR PREFERRED QUALIFICATIONS

- Knowledge of educational accountability programs.
- Knowledge of the federal Perkins V compliance and FERPA.
- Knowledge of R Statistical Programming Language and Tableau.
- Experience creating and managing data collection systems and experience working with sensitive data.

- Skill in creating dynamic, interactive dashboards.
- Skill in interpreting and summarizing research findings.
- Skill in providing technical guidance to internal and external teams.
- Skill in maintaining effective working relationships with internal and external teams.
- Skill in managing timelines and deadlines; ability to analyze complex program issues and to recommend solutions.
- Ability to Apply inferential and descriptive statistical methods to measure the impact of career-connected learning opportunities.
- Ability to communicate clearly and effectively, both orally and in writing.
