POSITION DUTIES
This professional position
will assist the MSDE Division of Educator Effectiveness in determining
applicant qualifications for Maryland licensure as teachers, specialists,
supervisors, or administrators, and to disseminate information pertinent to educator
licensure regulations to license holders, potential licensure holders, local
education agencies, nonpublic schools, state agencies, and the general public. This
position carries out the requirements of Education Articles §2-205, §2-303, and §6-701 through §6-801; Family Law
Article §10-119.3; and COMAR 13A.12.01- 13A.12.06.
Responsibilities
include:
- Independently determine license eligibility based on the approved pathways to licensure as specified in regulation and policy.
- Respond to inquiries, both written and oral, concerning licensure questions/issues for license holders and applicants.
- Assist with the creation and implementation of policies and procedures relating to the licensure of educators in Maryland.
- Independently provide technical assistance to assigned local education agencies, nonpublic schools, and identified state agencies by reviewing, processing, and auditing credentials for licensure.
- Provide information and guidance to both internal and external stakeholders regarding the legal and programmatic matters relating to the licensure of Maryland educators.
- Attend meetings and participate in work groups and trainings as a representative of the division as directed.
MINIMUM QUALIFICATIONS
Education: A
Master’s degree or the equivalent of 36 credit hours of post-baccalaureate
course work from an accredited college or university.
Experience: Four years of administrative or teaching
experience in, or affiliated with, an education program.
Notes:
1. Candidates may
substitute a Bachelor’s degree and six years of experience directly related to
the position option for the required education.
2. Candidates may
substitute the possession of a Doctorate degree from an accredited college or
university in a field related to the position option for one year of the
required experience.
3. The required field
of education and experience are unique for each option and are established by
MSDE in accordance with Education Article, Section 2-104 of the Annotated Code
of Maryland. The specific education and
experience qualifications for each position are on record in the Office of Human
Resources.
4. Candidates may
substitute U.S. Armed Forces military service experience as a commissioned
officer in Education Program classifications or Education Program specialty
codes in the Education field of work on a year-for-year basis for the required
experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be
given to applicants who possess the following preferred
qualification(s). Include clear and specific information on your
application regarding your qualifications.
- Knowledge of trends, regulations, policies, and issues affecting teacher preparation or licensure.
- Experience in the assessment of credentials and in the interpretation and application of standards, regulations, and policies.
- Experience in providing technical assistance to various, diverse audiences.
- Ability to manage a high volume and multiple tasks.
SPECIAL REQUIREMENTS
Applicants
