Main Purpose of Job
This is a part-time (30 hours per week)
position serving as the Comprehensive Literacy State Development (CLSD) Grant
Liaison responsible for overseeing the development, implementation, and
monitoring of Maryland's CLSD grant initiatives. This role includes creating
and managing a competitive sub-grant process for Local Education Agencies
(LEAs), ensuring compliance with federal and state funding requirements, and
leading technical assistance efforts to support the grant writing and
application process. The liaison is tasked with monitoring LEA-funded projects
to ensure they align with the LEA’s vision and goals. This position is pivotal
in ensuring the effective use of grant funds to achieve Maryland's literacy
objectives and addressing gaps in proficiency, especially for underserved
student populations.
POSITION DUTIES
Oversees
the administration of the CLSD grant, ensuring compliance with all federal and State
regulations.
- Develops and maintains systems for monitoring grant activities, timelines, and deliverables.
- Ensures adherence to approved budgets and timelines for the grant, resolving any issues related to non-compliance.
- Collects, analyzes, and reports data related to literacy outcomes, grant activities and progress to meeting deliverables.
- Works with evaluation teams to monitor the progress of literacy initiatives to provide insights into program effectiveness ensure that objectives are met.
- Develops and implements strategies for continuous improvement of literacy programs, based on data-driven insights and stakeholder feedback.
- Develops and facilitates professional learning experience to support school implementation reviews.
- Develops and facilitates professional learning focused on research-based practices and evidenced-based interventions for accelerating learning and mitigating learning loss.
- Provides technical assistance and programmatic guidance to local education agencies and other stakeholders.
- Develops and implements measures to ascertain the effectiveness of professional learning experiences.
- Develops a comprehensive sub-grant application process for local school districts to apply for CLSD funding.
- Creates a rubric for evaluating applications and leads the review of grant.
- Serves as a core team member on the cross-functional school improvement team to align resources and support for the implementation of school review deliverables.
- Monitor the districts’ implementation of grant-funded literacy initiatives.
- Manages the grant budget, including the allocation and reimbursement of subgrant funds to districts.
- Ensure proper documentation of financial transactions for audits and compliance reviews.
MINIMUM QUALIFICATIONS
Education: A
Master’s degree or the equivalent of 36 credit hours of post-baccalaureate
course work from an accredited college or university.
Experience: Four years of administrative or teaching experience in, or affiliated with Literacy, Reading and/or
related programs in prekindergarten through 12 settings. One year of this
experience must include supervising and/or coaching professional education
staff.
Notes:
- Candidates may substitute two additional years of experience directly related to the position option for the required education.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year of experience managing or leading Literacy, Reading and/or related programs in
prekindergarten through 12 settings.
DESIRED OR PREFERRED QUALIFICATIONS
Preference
will be given to applicants who possess the following preferred
qualification(s). Include clear and specific information on your

- Active teacher certification in any state with experience as a classroom teacher.
- Knowledge of systems for monitoring grant activities, timelines, and deliverables.
- Knowledge of federal grant processes.
- Knowledge of the Science of Reading, Structured Literacy, or other literacy programs.
- Knowledge of early literacy programs, the Maryland College and Career Ready Standards and the Maryland comprehensive Literacy Plan.
- Knowledge of curriculum and evidence-based instructional practices in English Language Arts and literacy
- Skill Developing and facilitating professional learning focused on research-based practices and evidenced-based interventions.
- Skill providing professional development and coaching to educators and/or administrators.
- Skill in collecting and analyzing data and producing documents and resources for LEAs, Administrators, teachers, and stakeholders.
- Ability to work in a fast-paced state or large district led initiative focused on increasing reading outcomes.
- Ability to assist LEAs with developing grant procedures, processes, and systems.
