Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Director of Human Resources within the Division of Administration and Technology's Office of Human Resources.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main purpose of this position is to provide overall direction, management, and administration of the agency's comprehensive human resources program in the State Personnel Management System (SPMS) to include interpreting and applying HR laws, regulations, and policies in compliance with the rules and guidelines in COMAR.  The position will supervise HR professional and paraprofessional staff; provide leadership and expert guidance to staff and management in the assigned areas of Human Resources. 

POSITION DUTIES

This position formulates department human resource (HR) policies and procedures using knowledge, discretion, and judgement in the interpretation and application of HR laws, regulations, and policies in compliance with the State and Federal rules and guidelines to address a variety of HR activities to include but not limited to: employment, classification and compensation, labor and employee relations, benefits, performance, training, grievances and disciplinary actions; implementation of internal HR policies and guidelines consistent with established laws or procedures; establishment of agency’s current and long-range HR objectives; and provide guidance and technical consultant services to the agency’s executive staff on HR matters.  Incumbent will maintain working relationships with those state agencies/departments responsible for providing HR support services and will serve on various internal and external committes as required.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Human Resources/personnel administration, human resources management or related field.

Experience: Five years of increasingly responsible professional experience in human resources to include at least 2 years of supervisory or managerial experience. Professional human resources experience work  involving recruitment and employment services; classification and compensation; employee relations; job analysis, salary administration; HR program evaluation and policy formulation, or HR generalist functions.  

Notes: 

1.Candidates may substitute 4 years of professional human resources management experience for the Bachelor's degree. 

2. Candidates may substitute the possession of a master's degree from an accredited college or university in the fields of HR/personnel administration, human resources management, for 2 years of experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application and in response to the supplemental questionnaire regarding your qualifications.

1. Experience in HR management and leadership.

2. Experience with Maryland’s State personnel system.  

3. A working knowledge of, and experience with Maryland Personnel & Pension Article (SPP), COMAR Title 17.

4. Working knowledge of, and experience with Maryland employment laws, policies, and procedures. 

5. Experience with HRIS systems such as Workday and JobAps.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
