Introduction

The Maryland Department of General Services (DGS) supports State and
local government agencies, as well as local non-profit organizations and the

surplus property services, as well as security and law enforcement for State

Main Purpose of Job
POSITION DUTIES
Duties for this position include but are not limited to:
Recruitment & Examination:
• Independently conducts
full lifecycle recruitment and talent acquisition activities, to
include working with hiring managers on needs for vacant positions;
reviewing and developing recruitment selection plans; preparing job
announcements and posting positions; reviewing applications for minimum
qualifications; and providing hiring managers with qualified candidates for
interviews.
• Acts as a consultant to DGS managers and supervisors on the
recruitment, selection and interview processes, to include prioritizing
recruitments, maintaining position control, updating vacancy reports, and
finalizing selections.
• Researches available labor pools/sources and develops recruitment
strategies to achieve DGS’ recruitment and employment goals.
• Recommends salary offers to HR management, prepares offer letters and
makes job offers to selected candidates.
• Communicates with candidates throughout the stages of the recruitment
and selection process.
• Ensures selection and hiring processes are conducted legally and in
compliance with all State and Federal laws and regulations.
• Utilizes the JobAps applicant tracking system to conduct recruitment
activities. The incumbent will be expected to become fully proficient in
the use of this system.
• Conducts job analysis, test development and validation, which may
include written tests, qualification supplements, oral exams, and/or ratings of
training and experience, scoring of exams and assessments, interpreting
results, and making recommendations for use of results.
• Develops recruitment strategies and performs outreach/recruitment
activities to attract qualified and interested applicants to DGS positions by
attending job fairs, college internship fairs, and other similar functions to
represent DGS and encourage candidates to apply for positions.
Other HR Functions:
• May assist with the Learning & Development area to help monitor employee
compliance with training requirements, and assist with coordinating learning
and development activities and training sessions.
• Serves as a point of
contact in HR for classification and compensation processes, working as a
liaison with DBM’s Classification Unit on reclassification requests. Provides
information to managers/supervisors and employees on classification processes,
answering questions as needed, and keeps all involved parties updated on open
projects.
• Process employee
transactions in the Workday personnel system. These transactions include new
hire entries, compensation updates/changes, employee separations, and any
additional transactions as needed. The incumbent will be expected to become fully proficient in the use of
this system.
MINIMUM QUALIFICATIONS
Experience: Six years and six months of experience, two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist.
Notes:
1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.
3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field for up to six years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following preferred
qualification(s). Include clear and specific information on your
application regarding the qualifications.
- Professional HR experience involving full lifecycle
recruitment functions is strongly preferred.
- Experience using the State's JobAps and Workday
systems is strongly preferred.
- Proficient in Microsoft Office (Word and
Excel), and Google Suite (Docs, Sheets, Gmail).
- Professional HR experience involving recruitment job
analysis, test development and validation, and creating and administering
candidate assessments.
- Excellent oral and written communication skills.
LIMITATIONS ON SELECTION
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your
education, training and experience related to the requirements of the
position. Successful candidates will be placed on the employment
eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or
QUALIFIED. The eligibility list will be valid for one year and may be
extended. The list will be used by the hiring authority to select
employees for interviews. Eligible
lists may be used to fill future vacancies of the same classification.

successfully pass a State and Federal fingerprint background check prior to
being hired.
