LOCATION OF POSITION
POSITION DUTIES
- Provides Tier II support for Operations & Maintenance including gathering statistical data in order to evaluate the LAN’s performance and the Enterprise Agency’s data traffic efficiency.
- Operates and configures current monitoring devices.
- Troubleshoots any infrastructure related hardware or network connectivity issues at all levels of the Open Systems Interconnection model (OSI).
- Diagnoses the LAN infrastructure’s hardware, software, communication and makes repairs, adjustments, changes, or recommendations. Meets or exceeds standards and SLAs.
- Document and notify the appropriate DoIT inventory staff when equipment is moved from one location to another statewide.
- Utilizing Service Now, SolarWinds, Aruba Clear pass, and other networking toolsets to document and troubleshoot network outages.
- Perform feasibility studies and site surveys for the implementation, integration, and installation of new and advanced LAN infrastructure into the current environment.
- Supports the installation and configuration of LAN devices in DoIT’s and Enterprise Agencies’ environments including, routers, switches, wireless controllers and access points, and firewalls. This includes upgrades of the current network hardware operating systems.
- Ensures the LAN and WLAN infrastructure is up and available 8x5 and/or 24x7x365, for all LAN Subscribers in Maryland, contingent on the criticality of the site and/or network devices. Skilled in network management, and Life Cycle technology products with the ability to support and maintain LAN and WLAN Networks.
- Supports LAN Services team members with LAN and WLAN installations and change management tasking.
- Maintains location-based IT equipment inventory and provides supporting documentation to inventory staff
- Plans, engineers, and implements changes to new and existing LAN and WLAN infrastructure.
- Assists in designing appropriate standards, infrastructure, and methodology.
- Supports Enterprise Agencies in engineering solutions related to the LAN infrastructure and provisioning of WAN circuits.
- Develops site plans, Enterprise Agency network diagrams, Service Delivery Plan (SDP), develops LAN maintenance and change management schedules and assists with resource allocation plans, including documenting network hardware and software devices, communication links, and any other technical documentation necessary to accurately reflect the current LAN infrastructure.
- Monitors DoIT’s LAN infrastructure for the purpose of detecting weak points in the LAN network configurations and outages.
- Supports the collection and metering of software applications to ensure that the department is in compliance.
- Reviews logs on a regular basis.
- Provides technical support; recommends solutions, drafts responses, provides guidance to finding a technical path forward in remediating deficiencies relating to audit findings and/or recommendations.
- Consult with users to discuss LAN and WAN network hardware needs to assess existing hardware and to survey sites where networks will be located.
- Prepares and assembles user documentation for network hardware and software.
- Provides support to Agency Enterprise network users.
- Provide support to DoIT Help Desk in responding to calls for assistance.
- Provides planning, support, and documentation enterprise projects involving department wide initiatives.
- Provides insight for emerging technologies and give recommendations to department management.
- Provides VoIP system planning, recommendations, and implementation to DoIT VoIP team, partner agencies, and vendors.
- Reading manuals and trade periodicals
MINIMUM QUALIFICATIONS
Experience: Five years of experience, three years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks supporting 1,000 or more users and an additional two years of experience in planning, installing and maintaining data communications network lines and devices.
Notes:
1. Candidates may substitute completion of high school or a high school equivalency certificate and completion of a certification program in Network Administration, such as Cisco Certified Network Associate (CCNA), Juniper Networks Certification Program (JNCP) or equivalent certification program for the additional two years of the required experience.
2. Candidates may substitute experience on a year-for-year basis: in planning, installing and maintaining data communications network lines and devices for graduation from an accredited high school or possession of a high school equivalency certificate.
3. Candidates may substitute the possession of a Bachelor's degree in computer information technology, management information systems, or other information technology related field, to include course work in local or wide area computer network, from an accredited college or university and three years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks supporting 1,000 or more users for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience. Candidates substituting military experience should be honorably discharged.

Employees may occasionally be required to travel to field locations and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
