Main Purpose of Job

The Regulatory and Compliance Engineer III assists senior engineers within the Watershed Protection, Restoration, and Planning Program, in gathering environmental data, conducting Water Quality Analyses (WQA’s) in tidal and non-tidal waters of the State, and creating water quality models used in the development of Total Maximum Daily Loads (TMDLs).  The Department is required by law and regulations (Section 303 (d) of the Clean Water Act, and 40 CFR § 130.10 (2) to submit to EPA a list of water bodies that are not meeting water quality standards, and to develop TMDLs that can be used to set permit limits for point sources, or WQAs to demonstrate that water quality is met.  The incumbent in this position will be required to apply knowledge in hydrology, hydraulics, aquatic chemistry, ecology, pollutant transport, fluid mechanics, hydrodynamics, computer programming, statistics, climate science, and environmental justice.

 

The incumbent will aid senior engineers in reviewing implementation plans that are developed by county governments and submitted through their Maryland Municipal Separate Storm Sewer System (MS4) permits. National Pollution Discharge Elimination System (NPDES) MS4 permits require that, per 40 CFR § 122.44, stormwater controls must be consistent with applicable waste load allocations developed under EPA-approved TMDLs. Implementation plan reviews ensure consistency with TMDL requirements, and they require the incumbents to understand TMDL technical elements and to be familiar with the proposed implementation approaches. 

 

The incumbent in this position will also help maintain TMDL implementation guidance documents and other supporting materials designed to assist local MS4 jurisdictions.

 

This position will represent the Administration on local, State, and federal technical committees involved in water quality modeling-related matters and the development of TMDLs.

 

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Two years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering/architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.

2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland, or in a state with comparable requirements for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

It is preferred that the selected candidate has the following:

· An Engineering Degree (s) in Environmental, Civil or Chemical;

· Experience developing water quality models;

· Experience writing technical documents;

· Proficient in using statistical, programming, and Geographic Information Systems (GIS) software.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
