Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

POSITION DUTIES

This position will supervise the Financial Reporting and the General Ledger accounting teams within the MLGCA Budget, Accounting and Finance department. The Financial Reporting team will create a wide variety of reports including monthly financial statements, annual Generally Accepted Accounting Principles (GAAP) statements, Annual Comprehensive Financial Report (ACFR), AUP audits, periodic industry reporting, debt service reporting, tax reporting, etc. The General Ledger Unit provides accounting and financial management over the day-to-day general ledger accounting operations of the Agency, including entering journals, using financial technology systems, and other select finance-related systems. The Manager ensures timely reconciliation and reporting of all financial statements and prepares financial analyses for the Director and other key stakeholders as requested; and maintains the Agency's fiscal records.

Performs other related duties.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Accounting form an accredited college or university, including or supplemented by three credit in auditing.
Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. 
Notes
1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. 
2. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. 
3. Applicants may substitute one year of professional auditing experience for one year of the required experience. 
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. 5-7 years of experience examining, analyzing and interpreting accounting systems/software, records and reports by applying generally accepted accounting principles to be used by the incumbent in the preparing the Agency's financial statements (annual GAAP statements, monthly Special Purpose Financial Statements, Annual Comprehensive Financial Reports).
2. 3-5 years of direct supervision of employees. 
3. Proficiency in Microsoft applications (i.e., Word, Excel, etc.) with expertise in Excel required. 
4. Sound knowledge of accounting principles, standards, and regulations. '
5. Proficiency and hands-on experience with financial management software (e.g., Microsoft Dynamics, State of Maryland's Financial Management Information System, etc.).
