Main Purpose of Job

Manages the Department's financial and accounting systems, including the Maryland Children, Juvenile, and Adult Management System (MD CJAMS) and the Financial Management Information System (FMIS), which handle foster care and subsidy provider payments, overpayments, and client trust accounts. Reconciles system financial data, administers accounts receivable billings and collections, and ensures fiscal compliance in LDSS operations. Provider payments total about $236.9 million per year. MD CJAMS connects to FMIS provider data and payment information for roughly 7,500 providers throughout the state who care for Maryland's foster and adopted children.

POSITION DUTIES

  • Maintains MD CJAMS and FMIS accounting system reconciliations for financial reporting.
  • Prepares monthly journal entries to amend and correct spending reports and record year-end closing entries.
  • Responds to the Local Finance Officer with queries about fiscal activities, error correction, or system issues.
  • Monitors LDSS operations by analyzing MD CJAMS and FMIS month reports (Receipts Received FM210R and Accounts Receivable Aging FM205R) to ensure fiscal compliance with rules and procedures.
  • Identifies discrepancies and advises Finance Officers on corrective measures based on GAAP.
  • Responsible for administering and preparing LEA quarterly billings for payment of DHR-paid basic education costs for foster care children.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience with account reconciliation.
One year of experience ensuring that financial transactions are recorded using the correct cost and revenue accounts.
One year of experience analyzing and authorizing financial transactions.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
