Main Purpose of Job

A Budget Manager acts in conjunction with Budget Director and Deputy Director in all matters in the planning, development, preparation, administration and implementation of Budget policies and procedures of the Department of Human Services in accordance with both Federal and State laws, rules, policies and procedures. The Manager of all Budget preparation, negotiation and execution for: the Social Services Administration (SSA), including Child Welfare, Foster Care and Adoption, and Adult Services programs in support of the Department’s mission to ensure budgetary and fiscal responsibility.

POSITION DUTIES

  • Plans and directs all day-to-day budgetary, expenditure monitoring work, and budgetary management to the administration to ensure compliance with State and Federal laws, regulations, policies and procedures using Generally Accepted Accounting Principles (GAAP) as they relate to the Department’s Budget and Expenditure Monitoring.
  • Provides oversight of the writing, developing and the implementation of departmental budget policies and procedures.
  • Responsible for developing and implementing departmental budget policies and procedures for the purpose of monitoring expenditures and budget preparation and submissions.
  • Plans, develops and prepares the Department’s year-end closing budget amendments and implements expenditure monitoring procedures and policy throughout the department.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university in accounting, business administration, economics, finance, political science, public policy, or public administration.

Experience: Five years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in accounting, business administration, economics, finance, political science, public policy, or public administration at a rate of 30 credit hours for five years of required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • One year of experience with the Maryland Financial Management Information System (FMIS).
  • One year of experience with the Budget Analysis and Reporting System (BARS).
  • One year of experience working in a federal, state, or municipal government accounting unit and system.
  • One year of supervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least thirteen (13) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
  • Positions may be eligible for telework.
