Introduction

This recruitment is limited to current contractual and permanent employees of the Maryland State Police.  This will include all employees, permanent and contractual as well as temporary.


This is a Management Service position for the Deputy Director, Finance Division Maryland State Police and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The incumbent will be the Deputy Director of the Finance Division. The incumbent will provide direct oversight of all fiscal activities within the Finance Division. This will involve performing and overseeing all accounting, analyzing, and auditing responsibilities for the Department of State Police. The incumbent will provide direct supervision to the Finance Division staff, comprised of an accountant, fiscal accounts supervisors, and fiscal accounts clerks. The incumbent will be responsible for three primary units: Accounts Payable, Payroll, and General Accounting. The incumbent will report directly to the Director, Finance Division and will assume all responsibilities of the Director when needed. The incumbent will be responsible to ensure all fiscal transactions are entered in accordance with procedures and standards established by the Department, the Department of Budget and Management, and the State Comptroller's Office.

POSITION DUTIES

Directly supervise Finance Division staff, consisting of an accountant, fiscal account supervisors, and fiscal accounts clerks. Provide effective internal controls to ensure the accuracy of fiscal records and to protect from waste or fraud. Prepare, analyze, and interpret financial reports and activities. Direct and support the activities of staff engaged in entering, reviewing, and approving financial transactions on behalf of the Department.

The Finance Division consists of three primary units that the incumbent will provide daily oversight and support: Accounts Payable, General Accounting and Payroll.

Develop and implement new and revised fiscal policies, procedures, and standards in an effort to maximize effectiveness and efficiency of the Finance Division.

Implement and maintain performance standards and review fiscal activities to ensure sound fiscal judgements and program objectives are being met.

In the absence of the Finance Director, assume all duties of the Director until no longer necessary.

Responsible for the reconciliation of the Control Account for the Department's fixed assets / capital equipment.

Perform other duties as directed by superiors.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of supervisory or managerial experience in financial services.

NOTE: Experience working in financial services, in a supervisory or managerial capacity, may be substituted on a year-for -year basis for the required education

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience working with Financial Management Information System (FMIS),to include R*STARS, ADPICS and View Direct.

2. Experience working with the State's SPS System, specifically Workday.

3. Knowledge of the State of Maryland's financial operations and procedures.

4. The ability to develop, implement, and manage new or revised fiscal policies, procedures, and standards.

5. Proficient in Microsoft applications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, candidates for positions in this position will be subject to an initial drug screening and a complete criminal background investigation before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select the individual to fill the vacancy.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
