POSITION DUTIES

The Fiscal Services Administrator will support the DoIT fiscal services team by providing data analysis to track consumption, usage, billing and collection of payments for external agency services rendered. This will aid DoIT’s budget setting and forecasting. The Fiscal Services Administrator will be responsible for evaluating these fiscal activities to ensure accurate reporting and program goals are met.

Position Duties include but are not limited to: 

  • Review, analyze and prepare fiscal records and reports, as it relates to budgeting, cost accounting and the bill back operating system. Examples of reports would be YTD budget analysis, consumption reports, accounts and services. 
  • Interact with state agencies and DoIT Portfolio Officers in looking at the DoIT budget, linking services that DoIT provides in order to track consumption, usage, billing and collection of payments for services rendered to state agencies. Will use the Apptio system to track consumption and create service rates by fiscal year.
  • Prepare and submit budget amendment information and annual budget requests into the BARS system. 
  • Assists the Budget Director in developing and keeping up to date fiscal policies, procedures, standards and internal controls to ensure accuracy and reliability of official records as they relate to agency budgeting, cost accounting and the bill back operating policy/system. 
  • Provide training to Internal (DoIT) and external (stakeholders) on use of the Apptio system.  Will assist the Budget Director to create training materials for distribution. 
  • Create Apptio accounts and access for outside agencies. Maintain licenses. Requests come through the Service desk. 


MINIMUM QUALIFICATIONS

Education: Bachelor's Degree in Finance, Business Administration, Accounting or related field from an accredited college or university.

Experience: Three (3) years providing data analysis to track consumption, budgetary and actual expenditures, and forecasting expenditures.

Note: The education requirement may be substituted on a year for year basis with additional experience as described above.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience in preparing reports related to budgeting, cost accounting and a bill back operating system.  
  • State of Maryland working experience with the following systems: Financial Management Information System (FMIS) to include View Direct & ADPICS and the Budget and Reporting System (BARS).
  • Experience using Apptio software.
