Main Purpose of Job

This position will provide the Maryland Department of Health (MDH) the Office of Facilities Management and Development (OFMD) and Central Services Division (CSD) with expertise and assistance in the planning and coordination of fiscal and budgetary activities.

The duties for this position are to include the fiscal and budgetary activities related to the MDH capital and operating construction, maintenance, and system service projects at all MDH state facilities, which include MDH funded projects and the Department of General Services (“DGS”) funded projects. This position is also responsible for fiscal and budgetary activities in support of the implementation of the MDH Facilities Master Plan. Duties include budget development and management for Capital Improvement Projects. This position will oversee the fiscal activities for coordination, organization, direction and control of a variety of centralized services which provide quality operational and support services to the employees of the MDH, including but not limited to Building Services, Central Warehouse, Fleet Management, Inventory Management, vendor, and other related services. This position also oversees the fiscal activities of the MDH owned and leased properties in the MDH real property portfolio.

The responsibilities of this position require knowledge of fiscal and administrative budgetary matters, and also include specialized knowledge related to planning and coordination of large scale, multi-year and emergency capital projects. Duties will include development of budgetary programming for multi-year Capital Improvement Projects in coordination with the Department of Budget and Management Office of Capital Budget. The incumbent in this position shall recommend changes, development and formulation of fiscal policies and procedures on behalf of both units.

This position will assist in the development of procurement initiatives on behalf of OFMD and CSD and ensure contract compliance.

This position is responsible for supporting the operations of the Department.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree from an accredited college or university.

Experience: Four (4) years of professional services experience. 

Note: Candidates may substitute a Bachelor’s degree from an accredited college or university with eight (8) years of professional services experience, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in the following:
● Budget and fiscal management ● Planning and management of budget development ● Making budgetary recommendations ● Invoice submission and reconciliation ● Contract monitoring and researching grant opportunities ● State of Maryland Financial Management Information System (FMIS) and general accounting principles ● Familiarity with construction projects and contracts for construction, vendor services, and real property transactions ● Proficiency with Microsoft Office and Google Work Platforms ● Ability to manage competing demands and work with general supervision
