The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of the IT Systems Technical Specialist, so come join our team and make a meaningful impact on youth and the community at DJS! 

The main purpose of this position is the full performance level of work planning, designing, developing and documenting improvements and new or advanced systems in application, communication, database and operating system software technology across a variety of systems utilized by employees of the Department of Juvenile Services.

Some key responsibilities of this position may include, but not be limited, to the following: 

• Plans, designs, develops and documents improvements and new or advanced systems in application, communication, database and operating system software technology across a variety of DJS systems, utilizing HTML 5, Node JS, Angular, C#, SQL and/or F#, as well as other future complex languages. 

• Develops and maintains the enterprise structure, methodologies and use of major elements of a given information technology discipline to provide a consensus based enterprise solution that is scalable, adaptable and in synchronization with ever changing business needs. 

• Provides expert technical advice, guidance and resolutions to DJS information technology staff such as programmers, systems analysts, operators, technical support specialists, network specialists, data base specialists, vendors and supervisory personnel regarding future directions, customization, software or hardware.

This position is eligible to work a hybrid telework schedule.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience. 

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Please provide at least two desired/preferred qualifications 
· Database development skills 
· At least four years of experience working as a Data Architect 
· At least four years of experience working with Systems Analyst 
· At least four years of experience with Technical Writing

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.
