Main Purpose of Job
A Casino Compliance Representative Lead is the lead level of administrative and investigative work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with the appropriate local, State, and federal gaming laws, regulations, and policies to ensure casino/sports wagering operator and employee compliance. Employees develop recommendations, solutions and alternatives that will address and resolve compliance issues necessary to ensure the integrity of gaming operations. Employees in this classification assign, review and approve the work of and train lower-level Casino Compliance Representatives.
Employees in this classification receive general supervision from a Casino Compliance Representative Supervisor. Casino Compliance Representatives are considered essential employees and in the event of a declared emergency, they are to report to their assigned duty station. Employees in this classification are also deemed 24/7 employees and must be willing to work rotating shifts to ensure continuous coverage at designated casino locations.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Casino Compliance Representative I, Casino Compliance Representative II, and Casino Compliance Representative III are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees. The Casino Compliance Representative I learns to perform duties under close supervision. The Casino Compliance Representative II performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty performed. The Casino Compliance Representative III performs the full range of duties under general supervision. The Casino Compliance Representative Lead is differentiated from the Casino Compliance Representative III in that the Casino Compliance Representative Lead assigns, reviews, and approves the work of and trains lower-level Casino Compliance Representatives while the Casino Compliance Representative III performs the full range of duties under general supervision.
POSITION DUTIES
Assigns, reviews and approves the work of lower-level Casino Compliance Representatives;
Trains lower-level Casino Compliance Representatives;
Monitors casino/sports wagering employees and vendors and ensures that various aspects of the casino and sports wagering internal controls, COMAR regulations, security and surveillance policies and procedures, and Responsible Gaming plans are adhered to;
Observes table game openings/closings, monitors sports wagering operations, Video Lottery Terminals (VLTs), table games and ensures casino/sports wagering revenue drops are safeguarded;
Meets with patrons to resolve discrepancies related to casino/sports wagering operations;
Ensures casino/sports wagering staff maintain valid license credentials; issues emergency credentials and visitor’s badges when necessary;
Performs employee fingerprinting for applicants for casino/sports wagering employment, vendors, or any persons required to obtain a gaming license;
Observes the gaming floor for suspicious activities, underage and/or intoxicated patrons, excluded persons and report that information to appropriate Lottery and casino/sports wagering personnel;
Investigates criminal activities of casino/sports wagering employees and patrons; prepares reports for all incidents, regulatory and criminal, which occur within the casino;
Monitors and reviews the casino/sports wagering surveillance system;
Reviews and documents patron information for enrollment to the Voluntary Exclusion Program and identifies patrons in violation of the program agreement; identifies patrons who should be considered for the Mandatory Exclusion list and submits all pertinent information;
Coordinates with the International Game Technology (IGT) and Lottery gaming division and ensures VLTs function properly;
Monitors gaming equipment delivery and shipment by receiving and verifying all video lottery, table games and sports wagering equipment;
Coordinates activities with the appropriate Lottery and casino/sports wagering personnel concerning all gaming floor placements, replacements, floor plans, and all necessary surveillance coverage with every floor plan change;
Performs other related duties.
MINIMUM QUALIFICATIONS
Experience: Three years of experience in administrative staff or professional staff work.
Notes:
1. Candidates may substitute the completion of 60 credit hours from an accredited college or university and two years of experience in administrative staff or professional staff work for the required experience.
2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non- commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
