Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Engineering and Construction Unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

This position provides marine construction expertise for both Land and Marine construction projects for the Department statewide. State Park and marina projects include but are not limited to the design and construction of and/or major repairs of timber piers and bulkheads, stone jetties, public boat ramps and maintenance dredging. Develop wildlife habitat through marsh, shoreline and wetland restoration projects. Manages storm water entering the Chesapeake Bay by constructing dikes, ditch plugs, cascades and water diversions in flood plain areas to meet Maryland’s Clean Water Act objectives.

POSITION DUTIES

The Department of Natural Resources, Engineering & Construction Unit, Annapolis, Maryland, is currently accepting applications for a Waterways Improvement Technician II under direction of the Chief of In-House Construction Services.

This position is responsible to work as a crew member for marsh and shoreline restoration, wetland enhancement and wildlife habitat projects and part of the marine construction crew assisting in the construction of bulkheads, piers, boat ramps, jetties, dredging and any related projects associated with improving Maryland’s waterways.

The general mission of the In-House Construction program is to provide all DNR facilities with a support system so the employee can have a safe and functional working environment, and the general public can enjoy our treasured Chesapeake Bay, our diverse landscapes, and our natural resources. Applicant must also be in possession of a valid driver’s license.

MINIMUM QUALIFICATIONS

Education:   None.

Experience: One year of experience in the State government as a Waterways Improvement Technician I.

                                               OR

Education:   Graduation from an accredited high or possession of a high school equivalency certificate.

Experience: Seven years of experience in marine construction activities, including design and construction of piers, bulkheads and jetties.

Notes:

1. Candidates may substitute engineering education at an accredited college or university (approved by the Accreditation Board of Engineering and Technology) on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military experience as a noncommissioned officer in marine construction classifications and specialty codes in the  waterways construction and marine engineering field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Applicants should have knowledge in or of the following:
  • Navigation and boat operations; 
  • Design, methods and materials used in building piers, bulkheads, and jetties; 
  • Chesapeake Bay and other Maryland tidewaters; 
  • Rules and regulations of the U.S. Coast Guard and Maryland Boat Act; 
  • Maneuvering of barges into loading position by operating electric and pneumatic winches, deck safety of personnel and overall cleanliness of barges; 
  • Ability to operate small boats, track loaders, backhoes and excavators; 
  • Construction of bulkheads, piers, jetties, marsh, shoreline, wetland projects and dredging operations; 
  • Interpreting specifications; 
  • Sound bottoms and take samples; 
  • Supervise operations of boats, cranes, pile drivers, and hydraulic equipment.

SPECIAL REQUIREMENTS

1. Some positions in this classification are assigned duties which require the individual to be examined by a physician. After an offer of employment applicants for such positions will be given a medial examination to certify ability to perform essential job functions.

2. Candidates must be willing to travel and be available for work in any part of the State, subject to change of assignment as work requires.
