Main Purpose of Job

Would you like to work in Frederick? Located less than one hour from Washington, D.C and Baltimore. The city of Frederick is surrounded by mountain views and scenic landscapes, alongside unique specialty shops, galleries, museums, and theaters and vibrant Main Street communities. 

We are seeking a motivated individual to Manage our Frederick Branch Office of the Taxpayer Services Division. 

This position plans, organizes, and supervises the work of subordinate staff, which may include professional and clerical workers. Responsibilities also include providing assistance to taxpayers, businesses and tax preparers, who contact the local branch office by phone, in person and email. Coordinate leave and staff coverage of the branch office; maintain and manage the daily operation of the office along with regular communication with landlords for its ongoing facilities maintenance. This position interprets, ensures, and promotes compliance with the tax laws and regulations of the State, as well as sets goals and oversees the workflow of the branch office. This position is considered one of the agency’s emergency essential personnel.

Please note: Employee must be able to work in a full-time capacity: Monday through Friday from 8:00 a. m. to 5:00 pm. The nature of the position requires that the employee be able to travel within the State of Maryland, and provide their own transportation to visit various branch offices located within the State of Maryland. Employee must be able to tolerate an occasional uncomfortable or unpleasant experiences presented by upset or irate taxpayers. Work may involve special physical demands such as lifting 25 to 35 pounds, climbing ladders, delivering supplies, etc., Employees are unable to prepare tax returns outside of the requirements of the job or work for private accounting companies. Leave may be limited during certain times of the year due to high volume events, projects or special
assignments. Evening and weekend work may be required during peak times of the year.
The position is considered one of the agency's emergency essential personnel.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of professional work experience in auditing, accounting, tax law, general management, or customer service. One year of this professional work experience must have involved supervising revenue administrators, accountants, or auditors, or providing legal advice requiring the interpretation of tax laws in the capacity of a tax professional, or having been in a responsible administrative or management capacity. 

Notes:

  1. Candidates may substitute the possession of an associates degree for two years of the required experience in auditing, accounting, tax law, general management, or customer service.
  2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university for four years of auditing, accounting, general management, and customer service experience. 
  3. Candidates may substitute 30 college credits from an accredited college or university for one year of the required experience up to three years of experience in auditing, accounting, tax law, general management, or customer service.
  4. Candidates may substitute graduate education in an academic field related to the required experience from an accredited college or university for the required experience. 
  5. Candidates may substitute the possession of a Certified Public Accountant (CPA) License for six years of the required experience.
  6. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in accounting and budget classification or accounting and budget specialty codes in the tax examining field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Prior supervisory/management experience.
  • Customer Service Experience.
  • Organizational skills.
  • Communication Skills (both verbal & written)
  • Ability to manage multiple projects at the same time.
  • Experience with personal computer and software applications.
  • Knowledge and experience in Maryland tax laws and forms.
  • Knowledge and experience in federal tax laws and forms.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  1. Employees in this classification are required to travel in the performance of the duties.
  2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
