Introduction
The Maryland Department of General Services (DGS)
supports State and local government agencies, as well as local non-profit
organizations and the citizens of Maryland, by providing facilities management,
real estate and surplus property services, as well as security and law
enforcement for State buildings. DGS is also responsible for a full spectrum of
facilities engineering, design and construction services, almost $1 billion in
annual contract administration, and overseeing the State procurement process. Here

GRADE
LOCATION OF POSITION
Main Purpose of Job
POSITION DUTIES
Duties to include but not limited to:
Inspection
- Becomes completely familiar with plans and specifications prior to
pre-construction conference. Brings to supervisor’s and architect’s
attention any issues requiring resolution. Visits job site with the
frequency required to ensure work is performed in accordance with the
contract documents and to monitor progress. Conducts warranty inspections. Follow-up and ensures timely correction
of noted deficiencies.
Record Keeping
-Records job site progress, issues with
photos. Set up and maintains project file in accordance with the Region’s
or Division’s standard filing system. Maintains a PCO log using Division’s
standard format. Completes warranty inspection reports and record areas/systems
inspected, and deficiencies found. Produces accurate
and concise daily inspection reports, weekly Construction Status Report
updates, and special reports as required.
Contract Administration
-Obtains contract documents and award
letters before pre-construction conferences. Schedules and holds
pre-construction conference. Holds bi-weekly progress meetings to review
PCO and submittal status and job progress. Tracks project progress
using contractor’s monthly schedule. Uses a schedule to review contractor
requisitions. Reviews and processes PCO’s for entitlement, cost, and time.
Ensures that request for Change Orders are authorized by Regional Manager
(less than $10,000) or Assistant Secretary (greater than $10,000). Prepares work list/punch list for use at substantial
completion inspections. Prepares A-E performance evaluation
Construction Management
-Coordinates project activities with the A-E, Using Agency, CITS, and
Project Manager. Arranges meetings necessary to resolve disputes,
issues. Requests interpretation or decisions on matters needing additional
clarification from appropriate parties such as Area Supervisors, Regional
Managers, A-E's, and Project Managers. Generates Change Orders pursuant to
the approval of a Proposed Change Orders (PCO) submitted by
the contractor, which has been negotiated and agreed upon. Maintains a Change Order Log for tracking
purposes. Maintains a Balance Log to track funds spent, change
orders adding or deducting funds from the base contract and additional
time thereby adjusting the contract completion date.
MINIMUM QUALIFICATIONS
Experience: Twelve years of experience in the building construction field, at least three years of which must have included overseeing or inspecting major construction projects.
Notes:
1. Candidates may substitute the possession of a current registration as a Professional Engineer in Maryland or in a state with comparable requirements for four years of required experience. Candidates must present evidence of registration with the application.
2. Candidates may substitute a possession of a Bachelor's degree in civil, electrical or mechanical engineering from an accredited college or university approved by the Engineers' Council for Professional Development and eight years of experience in the building construction field, at least three years of which must have included overseeing or inspecting major construction projects for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Civil Engineering Corps classifications or Construction Analyst or Civil Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience.

QUALIFIED. The eligibility list will be valid for one year and may be
extended. The list will be used by the hiring authority to select
employees for interviews. Eligible lists may be used to fill future vacancies of
the same classification.
