POSITION DUTIES

The Comptroller of Maryland (COM) is seeking a Policy Management Specialist to support development of the agency’s internal policies and procedures. This role will be responsible for guiding a wide range of policies—covering everything from the dress code to information systems security controls—through the drafting, approval, and maintenance cycle. Utilizing skills in technical writing, legal research, and collaborative communication, the Specialist will ensure that the agency meets its compliance requirements and documents its internal controls. The successful candidate will bring strong organizational skills, a talent for cross-functional problem solving, and clear, concise writing abilities. 

The Policy Management Specialist works within the Office of Equity & Transformation and plays a key role in our mission to drive positive, sustainable change in people, processes, and technology. This role will touch projects and processes in all the agency’s divisions, working with management teams at every level to solve problems and remove barriers to success. This is an exciting and unique opportunity to work not just in a single area, but across a breadth of work that encompasses human resources, information technology, risk management, regulatory compliance, and law.

  • After an initial onboarding period, this position will be eligible for telework under the statewide policy (2 to 3 days per week in the office)

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalence evaluating members identified at http://www.naces.org/members.html.

DESIRED OR PREFERRED QUALIFICATIONS

  • A Juris Doctor or equivalent or higher degree in one or more of the following fields: Business Administration, Law, Public Policy, Communications, Philosophy, or similar field of study.
  • Five or more years demonstrated experience with technical writing, legal research, business process analysis, or document management. Specific coursework or academic projects may be substituted for experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
