The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. We are one of the largest departments in Maryland with nearly 12,000 employees and a budget of more than $1 billion. This is a Special Appointment position. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES
Under
the supervision of the DPDS Director of Health Services and Duvall Compliance
or designee(s), incumbent works with the healthcare vendor and DPDS staff to design and
implement efficient processes that support the delivery of high quality health
services. Employs techniques of Industrial Engineering and/or Quality Systems
Design to document and analyze current processes, and to propose effective and
cost-efficient improvements. Analyzes data from Electronic Medical Record (EMR)
and other IT systems to identify problems and opportunities for improvement.
Designs and implements metrics systems to support the communication of
organizational goals and to monitor performance. Works with DPDS CQI team to
institutionalize process analysis and quality improvement methodologies.
- Ability to plan, organize direct and evaluate initiatives leading to process quality improvement.
- Considerable working knowledge of Industrial Engineering or other methodologies that document and optimize operating procedures.
- Knowledge of statistics and analytical software (e.g. Minitab) required to collect and analyze operating data to form valid statistical inferences.
- Ability to prepare clear, concise and accurate reports that incorporate statistical analysis.
- Ability to design and/or adapt recognized process metrics to communicate organizational quality performance.
- Ability to conceptualize and implement process documentation that will support accreditation audits, and to work effectively with accreditation auditors.
- Ability to communicate effectively orally and in writing, including presentations to oversight agencies.
- Demonstrates the ability to master and coordinate multiple assignments under challenging conditions with minimal supervision.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Bachelor’s Degree in Computer Science, Mathematics, Statistics, Informatics, Industrial Engineering, Project Management, or Public Administration.
One (1) year of experience collecting and analyzing data to form valid statistical inferences, utilize process metrics, direct organizational quality performance, and implement process documentation to support accreditation audits.
One (1) year of experience using statistical and analytical software (e.g. Excel, Minitab, Stata, SPSS), to analyze operating data to guide continuous quality improvement.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which
require the operation of a motor vehicle. Employees assigned such duties will
be required to possess a motor vehicle operator's license valid in the State of
Maryland.
