Main Purpose of Job
This position is responsible for assisting the Director of Procurement with providing supervision,leadership and technical assistance in support of the development, implementation, tracking and reporting of the procurement of goods and services for organizations which compose the Maryland Military Department, including the Maryland Army National Guard, Maryland Air National Guard, Maryland Defense Force, Freestate ChalleNGe Academy, Honor Guard and other programs as assigned. The position assists with coordinating, directing and administering the procurement of goods and services; provides guidance, assistance, and consistent interpretation on all laws, policies, regulations and directives affecting administrative aspects and in matters to maintain an efficient, effective and economical system; maintain liaisons with all regulatory agencies – Governor’s Office of Small, Minority & Women Business Affairs, Department of Budget and Management, Department of Information Technology, Department of General Services, Office of the Attorney General – regarding all administrative aspects; processes contracts, supervise processing of requisitions and purchase orders; provides technical procurement guidance to employees, and performs other duties as assigned.
POSITION DUTIES
The primary duty of this position is to provide supervision to the Procurement Officers I and II by providing oversight and technical guidance for various tasks. The selected incumbent will organize, schedule and execute the agency's more complex procurements, which may include review of contract specifications, solicitation documents, conducting pre-bid and pre-proposal conferences, etc.
Duties for this position include, but are not limited to the following:
* Assigns requisitions and procures all commodities, equipment, and services for the various institutions and departments of the Agency.
* Reviews, develops and prepares solicitations to be advertised, conducts pre-bid/proposals, site visits, and conferences on advertised solicitations.
* Serves as the Liaison Officer for the Minority Business Enterprise, Small Business Reserve, and Veteran-Owned Small Business Enterprise.
* Track the status of procurement projects
* Make determinations for procurements per COMAR requirements -sole source determination, emergency declarations, rejections of bidder(s) and/ or bids.
* Oversee the entire life cycle that makes up MMD 's procurement and contract management processes and practices to ensure high-quality services across the Department.
* Provides support for the State Emergency Response Operations.
MINIMUM QUALIFICATIONS
Experience: Eight years of experience, four years of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures and an additional four years of professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professionals certification or procurement business operations.

1. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the additional four years of the required experience.
2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.
3. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and four years of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required experience of experience.
4. Candidates may substitute the possession of a Doctorate of Jurisprudence degree or a Master’s degree in Business Administration for six years of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
1. At least one (1) year of experience supervising multiple employees.
2. One year of experience using the Maryland Financial Management Information System (FMIS)
3. One year of experience in contract monitoring for a government agency.
4. Certification as a Procurement Professional from the Maryland Department of General Services.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
