Introduction
The
Maryland Public Service Commission is recruiting a full-time Procurement
Officer II.

Main Purpose of Job
The
Maryland Public Service Commission is seeking one full-time Procurement Officer
II to procure equipment, services, construction, supplies, information
technology and other needs which must be obtained through the competitive
procurement process, negotiated procurement process and other procurement
methods.
POSITION DUTIES
Oversee the development, management, and maintenance of the
agency's inventory control system for supplies and equipment consistent with State
and Federal laws, regulations, and guidelines.
Oversee the implementation, management, and maintenance of new
processes for excess property disposal mandated by Department of General
Services (DGS).
Solicit, evaluate, negotiate and award contracts for maintenance,
services, commodities, information technology, and other needs, as
according to the State Procurement Laws, procedures and regulations to
include:
1.
Develops contract specifications including performance, acceptance
standards in determining the basis for awards and evaluation
criteria in accordance with State procurement procedures, laws and
regulations for the procurement of all necessary services, supplies,
equipment, indefinite quantity contracts, facilities maintenance, and
commodities
2.
Conducts pre-bid/pre-proposal conferences, site inspections, explains
procurement requirements, establishes procurement procedures, and schedules.
3.
Conducts bid openings form competitive procurements to
determine whether offerors are qualified to be selected for award and may
recommend proposal for awards.
4.
Manages the advertisement of procurement opportunities, distributes
specifications to vendors, conducts vendor conferences, receives and secures
bid or proposals, oversees the evaluation process and contract award and ensure
all procurements are in compliance with Code of Maryland Regulations (COMAR)
Title 21.
5.
Processing and verifying Minority Business Enterprise
(MBE) participation, implements new and revised fiscal policies,
procedures and standards to capture complex procurement costs and prepares
minutes of pre-bid/pre-proposal conferences, addenda to Requests for Proposals
(RFP)/Invitation for Bids (IFB) and answers written questions from potential
bidders and offerors.
6.
Confers with the Office of the Attorney General regarding
bid irregularities, contract disputes, protests or appeals and Public
Information Act.
Serve as the agency’s Minority Business Enterprise (MBE),
Small Business Reserve (SBR), and Veteran Small Business Enterprise (VSBE) liaison.
Attends scheduled Senior Procurement Advisory Group (SPAG),
MBE, SBR, VSBE, meetings.
Serve as backup for the Agency’s forms management.
MINIMUM QUALIFICATIONS
* * Procurement Officer II- Option 1 * *
Experience: Seven years of experience, three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.
Procurement Officer II- Option 2
Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.
Notes:
1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.
2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.
3. Candidates for Option 2 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.
4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
*Knowledge
of COMAR Title 21 and other Maryland State procurement laws, regulations,
policies and procedures.
*Experience
with FMIS/ADPICS and eMaryland Marketplace Advantage (eMMA).
*Knowledge
and a practical understanding of electricity, gas, or telecommunications
industries.
*IT
literacy, and proficiency in Microsoft Excel, e.g. creating formulas and
conditional formatting.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.
