Main Purpose of Job

This position serves as the administrator of the Syringe Services Program (SSP) within the Behavioral Health Administration (BHA), Office of Harm Reduction (OHR). The position oversees the authorization and monitoring of SSPs throughout Maryland; ensures the provision of ongoing training and technical assistance services to SSPs and community stakeholders; supports development of SSP laws, regulations, and program policies; develops and promotes the adoption of best practices; and assists with coordination of the program’s Standing Advisory Committee. The position is also responsible for monitoring a portfolio of ACCESS Harm Reduction grants, contracts, and other agreements with partner organizations and supervision of subordinate staff.

This position is eligible for telework. This is subject to change as necessitated by operations and customer focused demands.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three years must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions and four years must have been at the managerial or supervisory level.

Notes1. Candidates may substitute the possession of a Master’s degree or Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess knowledge of and experience with applying the principles and practices of harm reduction to reduce morbidity and mortality among people who use drugs (PWUD), including strategies to reduce the risk of overdose and infectious disease and improve access to medical and behavioral health care and social services; experience overseeing or working in a syringe services program; and, experience with public health policy and program development and administration.
