Introduction

The Maryland Department of Labor, (Labor), Division of Workforce Development & Adult Learning - Correctional Education unit is accepting applications from qualified candidates for the contractual position of Employee Training Specialist II. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The main purpose of the Employee Readiness Workshop (ERW) teacher position is to equip individuals with the skills, knowledge and strategies necessary for successful workforce entry and retention.

POSITION DUTIES

Duties of this position include but are not limited to:
  • Deliver structured lessons on workplace skills such as resume writing, interview preparation, and professionalism.
  • Create and adapt lesson plans to align with workforce development standards and meet diverse learner needs. 
  • Conduct initial assessments to identify baseline skills and track progress through regular evaluations. Provide actionable feedback to support skill development. 
  • Teach effective communication, teamwork, conflict resolution, and time management. Facilitate group activities to build interpersonal skills and confidence.
  • Document attendance, lesson plans, and student progress in compliance with institutional guidelines.
  • Support Reentry and Transition Planning 
  • Foster a classroom atmosphere that respects diversity and promotes psychological safety
  • Participate in staff meetings and training to stay informed. 

MINIMUM QUALIFICATIONS

Experience: Six years of experience planning and conducting employee development and training.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience planning, conducting or coordinating training or staff development activities for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in education and training classification or education and training specialty codes in the education and training field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience in Adult Education or Workforce Development 
2. Familiarity with Correctional Education and Reentry Programs.
3. Strong Communication and Interpersonal Skills.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

The assessment may consist of a rating of your education, training, and experience related to the requirements of the position. It is important that you provide complete and accurate information on your application. Please report all experience and education that is related to this position.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

FURTHER INSTRUCTIONS

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
