Main Purpose of Job

The main purpose of this position is to manage perinatal systems of care, including the statutorily mandated Maryland Prenatal and Infant Care Grant and the Babies Born Healthy Program, both of which aim to reduce inequities in infant mortality. This position will lead the implementation of the grants, develop legislative reports, monitor and evaluate program performance, and oversee grants and procurement processes. Additionally, this position will stay abreast of, utilize, and promote best practices to develop standardized services and education for the perinatal workforce, including parenting resources, infant safe sleep, linkages to WIC, home visiting, and behavioral health. The position will also lead the development of statewide protocols, monitor best practices and trends in perinatal health and healthcare at a national level, and spearhead efforts to create a centralized resource directory. This position will collaborate closely with other Bureau programs to integrate and align perinatal care coordination with the MIECHV Program, work toward a centralized intake system for Maryland, report on Title V activities that improve infant health, align with other funding streams for perinatal care coordination (including Maryland Medicaid and Title V), and identify collaborative opportunities to address perinatal health challenges such as chronic disease and behavioral health.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

The selected candidate must possess three years of experience in public health.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. A master’s degree in public health.

2. Experience/technical expertise in Maternal and Child Health, particularly in perinatal care coordination.

3. Experience in project and performance management.

4. Experience in public health administration and strategic planning.

5. Experience writing legislative reports.

6. Experience in effective leadership, taking initiatives, maintaining attention to detail and thriving in a fast-paced environment while collaborating with a diverse team.
