POSITION DUTIES
- Provide administration, oversight, and personnel management to the child support program. Develop, implement and monitor budgets and contracts pertaining to the child support program; create, assess, implement, and re-engineer programs, policies and procedures to meet customer needs and internal objectives; and develop and implement strategies to meet or exceed federal, state, and local goals.
- Direct, supervise, and provide leadership to staff performing child support functions; assure quality and timely completion of performance evaluations; administer all other personnel activities for the division including recruitment, human resource development, and maximizing staffing resources to accommodate the changing needs and priorities of the child support program.
- Develop comprehensive strategies and coordinate the integration of the child support programs within the department and in partnership with other community stakeholders to support the mission of the department and DHR. Coordinate the resolution of specific legal issues in complex child support cases.
- Provides consultation and guidance to Agency Director, Administrative staff and community with regard to Child Support Programs.
- Coordinate the operations of the local Child Support Program with Cooperative Reimbursement Agencies and participate in the development, review, approval, and monitoring of annual contracts for same. Assure the integrity of child support operations through adherence to internal control requirements, maintenance of required records, completion and use of required reports, and participation in audits/reviews. Coordinate program and fiscal operations, administering an effective interface.
MINIMUM QUALIFICATIONS

Experience: Eleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.
2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.
