Introduction
The ideal candidate is detail-oriented, a critical thinker, and has experience with drafting policy. The candidate must have knowledge and background in Career and Technical Education, with preferred knowledge in any or all of the following areas: apprenticeships for high school students; industry-recognized credentials; workforce/industry needs; school monitoring; and career counseling.

POSITION DUTIES
- Plan and oversee the development and analysis of policy and legislation related to CTE in the local, State, and national level:
- Develop policies and evaluate the efficiency and effectiveness of policies. Ensure policies are evaluated with an equity lens, including analyzing current policies and implementation, identifying unintended consequences, and developing policy and initiatives to advance equity and eliminate disparities in educational and workforce outcomes of students from underserved and underrepresented populations.
- Oversee the development and refinement of policies from beginning to end, including research, timelines, stakeholder input process, partner collaboration, engaging public feedback, drafting, dissemination, presentations, monitoring implementation, and updating the policy at appropriate intervals.
- Advise leadership on analysis of policy, regulatory and legislative changes to ensure effective implementation of regulations that affect CTE. Strategize next steps for responding or implementation when applicable.
- Analyze and interpret complex legislative proposals and current policies, regulations and statutes in place, including the Blueprint for Maryland’s Future, State and Federal legislation.
- Strategize legislative concepts with leadership.
- During the Maryland legislative session (annually from January-April), analyze legislation impacting the CTE Committee, strategize and draft corresponding responses, and continue to monitor bills throughout session
- In collaboration with the Research Data Analyst and other applicable staff, develop methods of gathering data on topics affecting policy and analyze data and trends to make recommendations to enhance performance reporting and policy.
- Conduct research and develop initiatives to support implementation of the vision and mission of the CTE Committee and GWDB.
- Communicate policies and ensure productive working relationships with various partners and stakeholders.
- Provide assistance on various duties that may be required for the effective operation of the CTE Committee. Such assistance may include, but is not limited to routine administrative tasks, including scheduling and document management, and developing materials for grant opportunities.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
- At least one year of professional experience designing,
writing, and monitoring implementation of local, state, and/or federal public
policy regarding education and/or workforce development.
- At least one year of professional experience and subject matter expertise in the areas of career and technical education (CTE), Registered Apprenticeship, and/or other types of career-connected learning for youth and young adults.
- At least one year demonstrating excellence in written communication, inclusive of drafting policy documents, policy presentations, and reports.
DESIRED OR PREFERRED QUALIFICATIONS
- It is preferred that in addition to the above, the candidate have knowledge of the Blueprint for Maryland’s Future, industry-recognized credentials, the Carl D. Perkins V Act, and/or other workforce development topics relating to youth and young adults.
- Proficiency in the Zoom virtual meeting platform,
Microsoft Office Suite, and Google Drive, as well as ability to learn other
software or digital tools necessary for this role.
- Demonstrated excellence in verbal communication, particularly for the purposes of explaining policy to relevant audiences.
- A Bachelor’s degree from an accredited college or university.
