POSITION DUTIES

The Program Manager for equity in policy programs and engagement serves a vital role within the Alternative Dispute Resolution and Direct Services Unit under the Secretary’s Office of Fair Practices & Inclusion.  In alignment with the Executive Director of Fair Practices and Inclusion’s strategic vision and Secretary’s needs, the Program Manager will develop and oversee programs and partnerships to support the Agency in raising awareness and practice support for underrepresented employees and individuals in our care, such as LGBTQ specific issues in employment relations as well as policies and procedures regarding the LGBTQ incarcerated population.

The policy in equity program manager will be responsible to review and assess DPSCS policies with an eye toward adverse impacts on underrepresented populations. With regards to LGBTQ Initiatives, the incumbent will have expanding responsibilities given the pace of change towards LGBTQ rights, treatment and recognition within the correctional setting. They will be primarily responsible for Agency compliance to myriad legal cases relating to the care of custody of LGBTQ/Transgender Incarcerated Individuals. In order to deal with these complex issues DPSCS personnel will be meeting with leadership of other correctional agencies nationwide.  The Program Manger for Equity in Policy will be the point person coordinating these efforts. 

The Program Manager is also charged with developing strategic partnerships with community advocacy groups to diverse workforce/talent acquisition, as well as provide resources for employee engagement on topics dealing with underrepresented and marginalized communities. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.


Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.


DESIRED OR PREFERRED QUALIFICATIONS

1. Experience in developing and implementing civility training programs that incorporate understanding of EEO/ADA/Harassment/Bullying in the workplace to ensure equity and inclusion.

2. Experience in research and collecting current policies and best practices to ensure equity and inclusion of underrepresented communities.

3. Experience in handling investigations and/or complaints of discrimination related to underrepresented communities.


LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
