Main Purpose of Job

The Data Office at MDH is seeking a detail-oriented and technically skilled Business Intelligence and Data Quality Specialist to join our data team. This hybrid role is responsible for developing, maintaining, and refreshing public and internal dashboards; validating data integrity through rigorous quality assurance processes; troubleshooting data discrepancies; and collaborating with cross-functional teams to ensure the delivery of timely, accurate, and actionable insights. The ideal candidate will bring a strong foundation in BI development and a disciplined approach to data quality assurance.

This position requires the following:
  • Experience developing business intelligence solutions with tools like Tableau, Power BI, or Qlik, combined with a solid understanding of ETL processes and data quality assurance practices.
  • Attention to Detail and Analytical Thinking.
  • Understanding of Data Governance and Compliance (knowledge of data privacy and regulatory standards (e.g., HIPAA, GDPR) as they relate to dashboard development and QA processes).
  • Excellent Communication and Documentation Skills (ability to clearly document dashboard requirements, QA processes, findings, and communicate issues with cross-functional teams).
  • Independent and Detail-Oriented Work Style (capable of managing dashboard development and QA efforts with minimal supervision while maintaining high standards of quality).
  • Knowledge of Programming Languages (basic scripting ability in Python or R to support data prep and data QA automation).

PLEASE NOTE
: This position is hybrid telework eligible.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • A Bachelor’s degree from an accredited college or university in Computer Science, Data Science, Information Systems, Statistics, or a related field
  • Experience in BI development with tools like Tableau, Power BI, or Qlik
  • Experience in Tableau (Desktop, Server, and Prep), Power BI (Desktop, Cloud, Power Query, DAX)
  • Experience in using calculated fields, parameters, LOD expressions, and dashboard actions
  • Experience with and/or understanding of data visualization best practices
  • Experience with data integration from multiple sources (e.g., databases, APIs, spreadsheets)
  • Experience in Data Quality Assurance (testing data pipelines, ETL processes, and validating large datasets, etc.)
  • Experience writing complex queries for data validation, anomaly detection, and reconciliation
  • Experience working with data warehouses and ETL/ELT workflows
  • Experience spotting inconsistencies, assessing data integrity, and performing root cause analysis
  • Experience with Programming Languages (basic scripting ability in Python or R to support data prep and data QA automation)
  • Experience working with healthcare, public health, or government data systems

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
