The Maryland Department of Commerce is seeking
qualified applicants for the position of Portfolio Specialist (Administrator I) within
the Division of Business Attractions & Special Projects’ Office of Finance
Programs & Incentives.

Main Purpose of Job
The primary purpose and function of this position is to support the administration of the
Department of Commerce’s finance programs by accurately accounting and managing all program activities of active client accounts, and ensure that all compliance, legal and financial obligations of the program recipients are fulfilled.
POSITION DUTIES
This position is designed to cover a broad range of key functional activities and
responsibilities assigned to Portfolio Specialist personnel in an FPAA (Final Partnership Administrative Adjustment) “Work
Cell” environment.Duties include the monitoring, managing, and analyzing the Finance
Program’s portfolio of loans, grants, investments, and tax credit programs; assisting
in preparing financial statements in accordance with GAAP; preparation of legislative
and management reports for the Department using USL General Ledger, Web Focus,
Portfol, and FMIS; auditing of annual financial statements; preparing monthly
cash reports; posting to and maintaining various sub-ledger accounts; processing
billing and collections; performing account reconciliation and research; assisting
in the coordination and preparation of Audited Annual Financial Statements, budget
preparation; advising management and making recommendations on program funding
levels and other activities. Some State travel.
Selected candidates will possess excellent
interpersonal, written, and oral communication skills; strong analytical and
organizational skills; able to effectively present information;
complete concurrent and high priority tasks; aptitude for detailed work;
possess working knowledge of governmental accounting principles as well as
fiscal control reporting policies and procedures, skill in preparing, analyzing
and interpreting financial reports and statements.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1. BA or
advanced degree in accounting, finance, business administration, or public
administration from an accredited college or university.
2.Three (3) of the four (4) years of
experience in banking to include managing commercial credit portfolios.
3.Experience
with collateral documentation, portfolio management and general
financial/accounting processes.
4.Experience using Customer Relationship
Management Database, Financial Management Information System (FMIS), or other comparable accounting software.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
