Main Purpose of Job

The Training Administrator position is a specialized position that requires developing, planning, organizing, implementing, and administering the interpretation and application of agency policies, directives and procedures as they relate to training mandates and requirements, in accordance with the Maryland Police and Correctional Training Commissions (MPCTC), COMAR, and Departmental policies and procedures. The incumbent is responsible for overseeing and coordinating the daily training operations for staff. This includes, but is not limited to: 
 1. Implementing the yearly training schedule. 
 2. Evaluating the efficiency of training. 
 3. Recommending revisions to policies and training curriculum. 
 4. Ensuring staff complete annual training requirements. 

POSITION DUTIES

Position Duties

The selected candidate will perform the following duties professionally and efficiently to support the organization’s training and development initiatives:

  • Serve as a key liaison by effectively communicating with Facility Superintendents, Regional Directors, Executive Directors, Unit Directors, and Department of Juvenile Services (DJS) staff to ensure seamless coordination of training activities.
  • Register staff for appropriate training sessions, ensuring accuracy and alignment with organizational needs.
  • Collect, verify, and maintain training materials from adjunct instructors to ensure consistency and compliance with established standards.
  • Accurately document training completions in adherence to the Professional Training and Education Unit (PTEU) standard operating procedures.
  • Address and resolve training enrollment issues, including cancellations and no-shows, to minimize disruptions in the training process.
  • Distribute and manage course evaluations, analyze collected data, and provide actionable recommendations to improve training efficiency and effectiveness.
  • Review training reports regularly to ensure compliance with mandatory staff training requirements and report any discrepancies.
  • Facilitate in-person and virtual training sessions as a Maryland Police and Correctional Training Commissions (MPCTC)-certified instructor, leveraging new technology and innovative methods to enhance training delivery where appropriate.

This role requires excellent communication, organizational, and analytical skills, along with the ability to adapt to changing training needs while ensuring compliance with all relevant policies and standards

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Possession of a current Instructor Certification from the Maryland Police Correctional Training Commission (MPCTC). If you possess a current Instructor Certificate from MPCTC, please upload a copy with your application. 
2.  One year of experience training adults in the Public Safety/Criminal Justice work environment is highly desirable. 
3. One year of experience as a Case Management Specialist.

LIMITATIONS ON SELECTION

This recruitment is limited to current Department of Juvenile Services employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
