Introduction

The Maryland Department of Labor, (MDOL), Division of Workforce Development & Adult Learning - Correctional Education unit is accepting applications from qualified candidates for the position of Administrator I - Transition Specialist . This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The Transition Specialist/Instructor plays a pivotal role in aligning the Correctional Educations mission with the individual needs of incarcerated students under 22, who are preparing for reentry into society. This specialist is tasked with developing comprehensive transition plans for these students, ensuring they are equipped with the necessary educational and vocational skills to succeed post-incarceration. By providing personalized support and resources, the Transition Specialist bridges the gap between incarceration and successful integration into Maryland's communities and workforce. Their work directly contributes to the overarching mission of offering incarcerated individuals exceptional education and support services, thereby facilitating a smoother transition and reducing the likelihood of recidivism. This role not only supports the individual's journey towards a productive life but also strengthens the societal fabric by enabling these young individuals to contribute positively to their communities and the state's workforce.

POSITION DUTIES

Duties of this position include but are not limited to:

Assessment and Planning:
  • Conduct individual assessments to identify educational, vocational, and personal development needs.
  • Develop personalized reentry plans in collaboration with the individual and relevant stakeholders.
  • Establish timelines and checkpoints for the delivery of services.
Service Coordination:
  • Coordinate enrollment and participation in educational programs, occupational training, transition classes and available workshops.
  • Facilitate access to mental health and substance abuse counseling.
  • Assist students with putting together a portfolio that includes documents for employment and reentry, resumes, and job applications. 
  • Coordinate with transition instructors, librarian(s), and Reentry Navigator(s) to assist students in their job search by utilizing community resources and, where available, the facility's limited internet access computers.
Community and Resource Linkages:
  • Establish linkages with the local American Job Centers that assist with employment and training opportunities of each incarcerated individual upon release.
  • Maintain contacts within the community of reentry resources.
  • Connect individuals with community resources and support netwokrs.
  • Link with DPSCS transitional and community resources, as needed.
Family and Support Inclusion:
  • Coordinate with the student regarding the inclusion of their family/sponsor/significant other in the transition planning process.
Progress Monitoring and Documentation: 
  • Conduct regular check-ins and progress reviews with individuals.
  • Adjust reentry plans as needed to ensure goals are being met.
  • Maintain detailed case files and documentation of all interactions, assessments, and service provided.
  • Maintain a monthly log of students served, including the dates when meeting(s) were held, including students scheduled who refused to attend or who were no-shows.
  • Upload data as required to CE Student, ATLAS, and all other databases as required.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience working with underserved communities and connecting students to re-entry sources.
2. Experience with case management.
3. Some college or a degree preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
