Introduction

The Maryland Department of Agriculture is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health , consumer services to include marketing and lab services, plant and pest management and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continue to expand and grow.

Resource Conservation Program Planning and Evaluation has established a supervisory role in the Field Assessment Program. This promotional opportunity will oversee the program's schedule and personnel of the Field Assessment Team.

Main Purpose of Job

This position serves as the manager for the Field Assessment Program. The primary function is to provide supervision to subordinate field staff across the programs listed below to prioritize schedules and budgets to achieve given metrics. MDA procedures for data management will be adhered to and enforced. Additionally, federal protocols for the Chesapeake Bay Program will be followed, as applicable, per coordination with reporting lead.

• Conservation Buffer Initiative Program 
• Cover Crop Plus Program 
• Healthy Soils Program 
• Bay Friendly Farming, as applicable 
• Leaders in Environmentally Engaged Farming (LEEF) Program, as applicable 

The position will coordinate with appropriate conservation partners and Department program administrators consistent with guidance for each designated program. Recommendations for field assessment program improvements or field team support will be brought to the Program Manager of PP&E.

POSITION DUTIES

Provide supervision to the MDA Field Assessment Team to direct workflow, ensure office coverage and coordination among other field staff, and oversee leave.

Establish (or improve) procedures for incorporation of in-field review findings from the Team into databases to ensure efficient and consistent assessment of BMPs (Best Management Practices), and timely reporting of assessments toward environmental goals and given program metrics.

Generate reports/forms for the use of Team members to ensure timely and appropriate scheduling of field work to meet program deadlines. Communicate as appropriate with Area Coordinators and/or District Managers in consideration of soil conservation district workload to ensure appropriate balance of tasks and Team member's presence within office.  Coordinate  staff meetings  and training,  as  needed,  to communicate  procedures  and  advance  foundational knowledge among  the Team. 

Regularly evaluate efficiency of operations and develop, revise and recommend new policies, standards, and workflow procedures, and using new technology where appropriate; interpreting, applying, and overseeing the application of policies, rules and regulations. Recommendations will be made to the Program Manager, PP&E.

Support the development and tracking of the Field Assessment Team budget to include operational and material expenses including multiple funding sources associated with staff budgets to ensure proper coding for expenses and quarterly reports to funding authority. Support field staff needs in vehicle maintenance, field supplies, or related travel and make sure appropriate documentation will be provided by assigned due dates. Regularly evaluate budget expenditures not to exceed funding allocations and provide relevant updates to Program Manager, PP&E for semi-annual fiscal meetings.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes: 

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
