Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation. Main Purpose of Job
The main purpose of this position is to oversee or coordinate agency operation within the MDA Fiscal Services - General Accounting Unit. This position is responsible for planning organizing, implementing, administering and supervising the interpretation and application of agency policies, directives and procedures designed to accomplish the mission of the agency, including coordinating, reviewing, reconciling administering and managing all phases of intricate and complex fiscal services activities for Payroll, Accounts Payable, Accounts Receivable, Accounting Adjustments, Cash Receipts (and Deposits), General Ledger Reconciliation, Corporate Purchase Card and Auditing. During periods of emergencies (e.g., Highly Pathogenic Avian Influenza) this position is responsible for ensuring General Accounting functions are processed in a timely and accurate manner.
POSITION DUTIES
Duties include but are not limited to the following:
- Oversees the General Accounting Unit, including Payroll, Accounts Payable/Receivable, Accounting Adjustments, Cash Receipts/Deposits, General Ledger Reconciliation, Corporate Purchase Card (CPC), and auditing activities.
- Supervises and directs fiscal staff, sets priorities, monitors workflow, and ensures compliance with MDA and state fiscal policies.
- Develops and implements automated and manual fiscal procedures to improve accuracy, efficiency, and accountability.
- Reviews and approves financial transactions, journal entries, payroll adjustments, and staff timesheets for accuracy and compliance.
- Manages the preparation, analysis, and reconciliation of financial records and reports in FMIS and Web Focus; resolves discrepancies with control agencies and program managers.
- Oversees Accounts Payable and Receivable functions, ensuring timely payment processing, accurate posting of invoices, and proper reconciliation of all transactions.
- Supervises Payroll processing for regular and contractual staff, ensuring accurate calculations and compliance with state pay and leave policies.
- Oversees Cash Receipts and Deposits, ensuring timely recording and reporting of all funds received.
- Serves as CPC Administrator (as needed) and Travel Coordinator, reviewing expense accounts and enforcing travel policy compliance.
- Represents the General Accounting Unit at internal meetings and with external fiscal control agencies.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
