Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Forest Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Administrator I is the supervisory level of work in programs of the state forest system. An Administrator I is responsible for the operation of a small forest facility (Elk Neck State Forest) and supervises the work of staff in all areas of forest operations: Visitor services, resource development and protection, facility, recreation, interpretive services, property management, collection and processing of park system revenue, concessions and maintenance (Note: This project area includes the 3,981-acre Elk Neck State Forest and all assets contained therein.).

This position will serve on the Harford/Cecil Project Manager's staff. The Administrator I directly supervises one or more subordinate maintenance staff, Forest Service Associates, administrative assistants, and may supervise clerical staff and short and long term contractual positions. 

Employee is subject to call-in, and may be required to work rotating shifts, weekends, holidays and to work outdoors in all kinds of weather. The work may require lifting objects weighing twenty-five pounds or more. 

This position will serve on the Harford/Cecil Project Manager's staff and provides first line supervision of the work staff in all areas of park (forest) operations: visitor services, resource development and protection, facility, recreation, interpretive services, property management, collection and processing of park system revenue, concessions and maintenance. It is responsible for the supervision of all operations of Elk Neck State Forest (Note: This project area includes the 3,981-acre Elk Neck State Forest and all assets contained therein.) The employee in this position must possess and exercise a thorough working knowledge of the operational and maintenance needs and requirements of the physical plant (including the maintenance of the Black Hill Ranger Station, and two residences and their inspections), vehicle fleet, State Forest recreational (including running four shooting ranges) and land management needs, state operational requirements, and agency/project protocols to insure the proper care of the resources, facilities, and potentials of the project. The four shooting ranges, rifle/muzzleloader, handgun, skeet and archery, are the main attraction of the state forest. These ranges require daily maintenance, patrolling and frequent renovation. In addition, there are 7 miles of main driving trails and 12 miles of access trails and old fire roads to maintain. The goal is to keep the forest, its facilities and ranges open to the public through the calendar year and to minimize closures.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with supervising employees.
  • Experience with heavy equipment operation.
  • Experience with procurement and contracts.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
