Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.

The Agency is seeking to fill an Administrator I, Revisions Processing Team Supervisor in the Benefits Processing Unit 

During the probationary period this position will work 100% at the office of the Maryland State Retirement Agency. After the probationary period, and at the discretion of the Unit Director, this position may be eligible to telework one day per week.

Main Purpose of Job

This position serves as the supervisor of one of the three teams comprising the Retirement Processing Team of the Benefits Processing Unit. The supervisory position reports to the manager of the Retirement Processing Team and as the work dictates, may rotate periodically among the three sections: Estimates Processing, Retirement Processing, and Retirement Revisions/Audit Sections. Each incumbent must possess fiscal, federal tax and statutory pension knowledge to supervise and manage each of the three sections as assigned. As a section supervisor the position will be responsible for providing general supervision and technical direction to assigned staff, setting priorities, assigning work, and managing processing. In addition, the position is responsible for hiring, training, counseling and disciplining staff, as well as conducting timely Performance Evaluations. The position is a front-line supervisor that manages workflows to meet the productivity standards required for the team. The incumbent is required to maintain knowledge of federal tax laws and their implications on the benefit payments, tax calculations, and reporting of pension income. Additionally, the incumbent must approve and authorize benefit allowance payment vouchers for all manually prepared pension payments and ensure that each payment is properly allocated and charged to the correct Pension System and expense account on the voucher used by the Finance Division to transfer payments for revised benefit allowances and/or payments that result in the need to transfer funds between the Annuity Savings and Retirement Accumulation Funds.

POSITION DUTIES

The Supervisor of the Revisions Processing Team is primarily responsible for ensuringaccurate and timely revisions to retirement accounts and ensuring timely payments to payees of the System through manual retroactive payments. A revision to a retirement record is necessary any time the Agency receives new information from the payee or employer after the initial retirement record has been processed and created. Typical revisions result from a retiree’s election to change their retirement option, change theirdesignated beneficiary, beneficiary predeceases the retiree, the employer certifies achange in the amount of unused sick leave from that certified at retirement, retiree purchases additional service credit or files for military credit prior to retirement but the transactions occur after the effective date of retirement or processing, changes in salary that impact the calculation of the retiree’s Average Final Compensation based upon new nformation provided by the employer, and account revisions based on internal system reports including the 900 difference report. Revisions to retirement records or processing of adjustments to retirements after the initial benefit payment generally require staff to create manual payments to affected payees.

The supervisor will be required to determine priorities, assign work and allocate resources to ensure timely and accurate processing. In addition they will be required to track the Teams assignments, prepare and review incoming applications for retirement, resolve salary audits as well as train and supervise their staff. 

The Supervisor should maintain an expert level knowledge of Maryland retirement law, State and Federal tax law, and Board and Agency policies and procedures related to processing incoming applications.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

- One to two years of experience as a lead or in a supervisory role.
- Experience determining eligibility for benefits. 
- Experience with reading and applying laws, preferably the Annotated Code of Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
