Main Purpose of Job

The Natural Resources Planner IV serves as the Policy & Outreach Coordinator for the Municipal Discharge Permit Division.  The incumbent in this position will expedite the drafting and issuance of environmental permit decisions necessary to meet the Chesapeake Bay TMDL pollutant reduction requirements in the NPDES permits issued to Public Owned Treatment Works (POTWs).  The main purpose of this position is to ensure that the discharge permits comply with state water quality standards and the Federal Clean Water Act, including the implementation of total maximum daily loads and other water quality-based requirements. The incumbent responsibilities involve preparing templates for summary reports, fact sheets and public notices, meeting with applicants and interested parties, conducting and participating in public meetings, and preparing/organizing dockets for judicial review. Also, the incumbent will be the lead in the division responsible for preparing correspondence documents (CRDs) to address public comments raised during the public participation process concerning complex technical or policy requirements implemented in the discharge permits.

The working conditions for this position involve exposure to uncomfortable or unpleasant surroundings, hazardous conditions which may result in injury, special physical demands, and use of protective equipment.   Regular site visit to wastewater treatment plants may have unpleasant odor.  May be exposed to chlorine and other hazardous chemicals used in wastewater treatment. Site visit and field survey require plenty of walking through rough terrains with climbing up and down embankments and marsh lands. Hard hats will be required occasionally at site visits.

 

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.  



MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Five years of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological, environmental sciences and one year of experience in natural resource planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences for up to three years of the required experience.

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
