Main Purpose of Job

The Natural Resources Planner II will manage and implement laws, regulations, and programs aimed at restoring and maintaining surface water quality and protecting tidal wetland habitats and waterways.

Both positions serve as the lead wetland reviewer for designated counties within the Tidal Wetlands Division. This role is guided by the requirements of the Code of Maryland Regulations Title 26, Subtitle 24 (Tidal Wetlands Regulations), the Code of the Public General Laws of Maryland Title 16 (Wetlands and Riparian Rights), and the Water Quality Certification requirements of the Water Quality Regulations. Responsibilities include making permit decisions, representing the Department in various forums, providing recommendations on program development and planning projects, and educating and coordinating with other government agencies, other levels of government, and the public.

Incumbents will also be responsible for reviewing regulated activities that impact jurisdictional wetlands, regulated critical area buffers, and water quality certification, as well as administering the Army Corps of Engineers Maryland State Programmatic General Permit. They will assist in developing and implementing policies related to the regulation, management, and restoration of tidal wetlands and the Water Quality Certification program.

The incumbents will be required to drive a State vehicle. If you hold an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. All individuals must maintain a driver's license with no more than 5 points on their driving record to operate a State vehicle.

 

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: One year of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

STATE OF MARYLAND BENEFITS

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
