Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Maryland Park Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The primary purpose of this position is to manage the internal review of projects occurring on DNR State parkland and other State lands, which includes environmental review, consistent with DNR Policy 1994:06, requiring the coordinated review of projects that may potentially impact natural resources. This position leads the review of projects proposed on State parkland, and other State lands, which directly supports the agency’s Mission Statement of “securing a sustainable future for the environment and economy by preserving, protecting, restoring, and enhancing the State’s natural resources.” The position also supports DNRs mission to assure sound stewardship of publicly owned lands.

POSITION DUTIES

The Maryland Department of Natural Resources (DNR), Maryland Park Service (MPS), is currently accepting applications for five (5) Natural Resources Planner III positions to assist with planning initiatives and the review of projects occurring on DNR state park land, and other state lands. Park planning and review duties include proposing and coordinating the review of projects that may impact natural resources, maintaining databases, collecting comments and information, and scoping and screening resource preservation projects on DNR-owned lands. Work will include occasional field visits, onsite work and analysis, and meetings.

The selected candidate will coordinate the process of project review and park planning with internal DNR units, other State agencies, federal agencies, and non-state entities, where applicable. Duties require the incumbent to lead and coordinate other Departmental units regarding the review of proposed projects/actions located on State lands managed by DNR, including environmental review, whereby projects are evaluated against various unit objectives and agency goals and are approved, disapproved, or approved with conditions based on review findings to assure stewardship of publicly held lands managed by the Department. Conducts the review and analysis of proposed projects and associated data involving, but not limited to, habitat management, park and recreational infrastructure, and utility company right-of-way management on public lands to determine the potential for environmental and/or other impacts to state resources. On-site field visits may be required. Inputs critical project data and develops a record of projectactions, which includes decision-making and the monitoring of projects by support staff to ensureconsistency of agency procedures, responses, and records. Evaluates information and comments from numerous sources; works collectively in group settings; coordinates, directs, and sometimes leads negotiations on review issues; and pursues and obtains information and technical input through communication with a large and often diverse team of professionals.

Ensures reviews are properly cataloged to establish a clear record of decision-making for projects on State lands. Assists in the proposal of projects and the development of policy to guide public land management. Represents the unit and department regarding project review coordination, policy issues, and natural resource planning measures. Requires the incumbent to ensure that Departmental concerns and needs areaddressed by the interagency process, as well as any associated workgroups. Develops materials, presentations and program standards that communicate park development and project review procedures and functions to the public.

Additional duties also include assisting with planning for new parks and use areas, assisting the evaluation and planning related to the acquisition of lands, initiating critical environmental restoration projects on DNR-owned property, partnering with DNR agencies to accomplish departmental and Park Service resource preservation and conservation goals, assisting with the development of a Park Service GIS system, and ensuring compliance with laws, rules, and regulations.

Assists the Project Review Chief, Chief of Planning, and defined Directors of DNR Land Management Units to improve unit functioning and efficiency.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates with demonstrated education and experience meeting the following desired or preferred qualifications:
  • Experience utilizing Esri/ArcGIS mapping software
  • Experience in Invasive Species Management as a certified pesticide applicator
  • Professional field-level experience with land management
  • Experience multi-tasking and working independently and in teams
  • Experience with public outreach and/or interagency coordination
