Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is composed of twelve (12) separate retirement and pension systems with over 50 different rule sets.  The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date. The Agency is seeking to fill an Administrative Officer III position within its Data Control Unit.

During the probationary period this position will work 100% at the office of the Maryland Retirement Agency.  After the probationary/training period, and at the discretion of the Unit Supervisor and Director this position may be eligible to telework one to two days per pay period.

POSITION DUTIES

This position serves as a staff level employee on a small team of professional staff responsible for performing various functions related to member contribution and service credit balances on member accounts.

The main functions of the team are as follows: Identify, resolve and correct service credit errors occurring on member accounts within the records of the State Retirement and Pension System (SRPS); Identify, resolve and correct member contributions and salary errors occurring on member accounts within the records of SRPS; Process member requests to transfer service credit between different membership records in SRPS. 

Assist with activities associated with fiscal year-end activities to ensure that all member records are correct prior to fiscal year end close and the awarding of service credit and interest on balances of member contributions and interest. All of these duties are completed in accordance with applicable law (State Personnel and Pensions Article of the Annotated Code of Maryland, regulations (Code of Maryland Regulations), and policies and procedures established by the Maryland State Retirement Agency (MSRA). 

This is a hands-on position which will be responsible to: 

 Accurately review and complete member service credit balances on the member's account at the request of the member and resolve, correct and revise any discrepancies and communicate the change to the member.
 Accurately complete and/or review member salary data and contributions based upon a member inquiry to ensure the salary is correct and the member has contributed the appropriate amount to support the salaries. If differences are identified, create and process the correct transaction to revise the account and communicate the changes to the member.  
 Review and, if eligible, process member requests for a transfer between the Maryland State Retirement System in accordance with Title 37 and communicate the determination to the member. 
 Assist the lead worker and supervisor in completing all fiscal year tasks assigned to the team, including but not limited to review Ten Month Reports from participating employers, scans identifying suspect service credit balances on member accounts, scans identifying suspect system/plan and or job code combinations, etc. 
 Assist with testing of the Interest Workbook programs and awarding of service credit an interest.

 Good verbal and written communication skills; and 
 A passion for delivering great customer service.

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

 At least one year of experience using Microsoft Office suite of products (Word, Excel, Outlook).

 At least one year of experience auditing accounts/records.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
