Main Purpose of Job
This is the primary position for the Bureau of Investigative Services (BIS) Cyber Investigations Unit in the Office of the Inspector General (OIG). It is a key resource for ensuring Department financial integrity with regard to preventing and investigating fraud and other misconduct against the Department. The position contributes significantly to ensuring DHS customers achieve independence and the Department is protected in programs that must be free of financial and other types of abuse. This position performs Family Investment Administration (FIA) evaluations, conducts investigations and analyzes eligibility payments related to the activities of customers, employees, contractors, and contractor employees of the Department. This position’s purpose is to detect, deter and reduce financial loss to the State.
POSITION DUTIES
Evaluate applications and cases processed by eligibility determination workers to verify information, assure payment accuracy, and compliance with State and federal regulations. Analyze disbursements related to suspected customer fraud, including Supplemental Nutrition Assistance Program, Temporary Cash Assistance, Temporary Emergency Medical and Housing Assistance, Purchase of Care, Emergency Assistance to Families with Children, Maryland Energy Assistance Program and Low-Income Heating and Energy Assistance Program.
Perform quality control evaluations by conducting on-site field interviews of complainants, witnesses, representatives of businesses, State, federal, and county government, and professionals from legal, medical ,and financial institutions.
Complete statistical and analytical reports for distribution to administrative authorities involved in prosecutions and administrative actions related to eligibility and other financial transactions. Complete summons (civil and criminal) and applications for arrest warrants.
Request the issuance of subpoenas for case information and work with police officers to complete investigations.
Contribute to improved internal controls and quality assurance of Local Departments of Social Services programs by providing evaluation feedback and case manager training to reduce eligibility errors and overpayments.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess the following:
Six months of experience in investigations and/or research.
Twelve months of Computer software experience (To include Tor Browsers).
Twelve months of Social Engineering background to include Dark Web Search Engines.
Associates or Bachelors of one or more of the following degree major(s) Criminal Justice, Social Science, Cyber Security, Computer Science, Communications all related (Concentration in Data Analytics, Deep Diving-Dark).

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
