As part of our continuous efforts to optimize performance and drive success the Environmental Compliance Specialist I, is eligible for an annual promotion. The incumbent may advance to a higher grade within the classification series, based on satisfactory work performance.

Main Purpose of Job

The Environmental Compliance Specialist I will work within the Mobile Sources Control Program (MSCP) of the Air and Radiation Administration. The responsibilities of this position require daily field work outside of the office to inspect permitted facilities for compliance with the quality assurance requirements of the Vehicle Emissions Inspection Program (VEIP).


The working conditions of this position may involve exposure to uncomfortable or unpleasant surroundings. This position may require exposure to all weather conditions, including extremes of heat, cold, rain, and snow. Work involves exposure to hazardous conditions which may result in injury. Work takes place in areas where motor vehicles are operated and mobilized. The incumbent should expect exposure to exhaust fumes, slippery floors, and pressurized gas. Work requires the use of protective equipment such as goggles, protective shoes, safety vest, etc. When going on site visits, protective gear is mandatory.

MINIMUM QUALIFICATIONS

Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.

Notes:

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:
Familiarity with motor vehicle emissions control systems;
Familiarity with pollution issues related to motor vehicle exhaust;
Experience with database and spreadsheet recordkeeping, and creation of summary reports;
Experience working with a variety of people, such as private citizens or business owners;
Experience working with test equipment and electronic control such as in a laboratory, equipment repair shop, or audio/visual production.


LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
