POSITION DUTIES

The purpose of this position is to process incoming re-registrations and updates sent to the CJIS-SORU through the Offender Watch System formerly Maryland Online Sex Offender Registry (MOSOR) system. This position maintains/updates Offender Watch and corresponding logs pertaining to the registrant’s status. This position is responsible for ensuring thorough and accurate information is received, reviewed, and updated. It is necessary for this position to verify registrant information through CJIS systems including NCIC, MD RAPS, Ident/Index and also OBII, OBSG, MVA, Maryland Judiciary Case Search and various other resource systems. This position collects, analyzes, evaluates, and disseminate registry, criminal justice, and intelligence information relating to registered sexual offenders living in Maryland, entering Maryland from other states, and leaving Maryland for other jurisdictions.

This position shares criminal intelligence information among the twenty-four major jurisdictions in Maryland, the Maryland State Police, the Division of Correction, DPSCS Community Supervision, Department of Health and Mental Hygiene (DHMH), local detention centers, registration agencies from other states, and the Federal government. The individual provides investigative support to sex offender registration units from the various jurisdictions in Maryland and any other government criminal justice unit responsible for the investigation of sexual offenders and sexual crimes. This position uses independent judgment and analysis in applying and interpreting rules and regulations in accordance with Criminal Procedure Article §§11-701 – 11-722, Annotated Code of Maryland.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1.  Experience working with a sex offender registry unit within municipal law enforcement

2.  Experience working with confidential information and/or documents (e.g., criminal justice information, HIPA information)

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.
